Grey in the debate on the Congo question said Belgian annexation, with real and not nominal responsibility, would be a great gain, but it was impossible to wait indefinitely. If the Belgian solution collapses the question will become an international one. * The debate showed Britain’s willingness to help Belgium with her moral support if she was seriously desirous of the termination of abuses.
