Campbell-Bamierman, at Manchester, in a vigorous party speech, incidentally directed his sarcasm at Mr Balfour's tardily coming into line with the tariff- reformers. He referred to Mr Balfour having given countenance to the attempt to use the Imperial Conference for party purposes and remarked that the efforts to sow dissension between tho Government and the colonios had failed as they deserved. He recognised ;that a severo struggle was approaching on tariff reform. In reference to Prince Bulow's speech he declared the idea that Britain wished to embarrass Germany by raising the question of limitation of armaments was absolutely nni'muded.
