Mr Oarruthers proposes to reduce the Assembly to 00, not 50, and expects at the end of the year a surplus of £1,350,000 which will bo devoted to public works hitherto carried on out of loans. Other proposals are the placing of the administration of the Lauds Department under a board of known ability and probity; setting aside £83,000 as pensions for invalids and cripples; subsidising friendly societies to the extent of £24,000; resumption of the Peel River estate of 35,000 acres for closer settlement; examination of all lands within 30 miles of railways iu tho rainfall belt with a view to resumption; and the extension of the Public Health Act making consumption and other diseases notifiable.
