Prince Fnshima, the Japanese special envoy to Europe, is visiting Paris. Today’s newspapers announce the progress of Franco - Japanese negotiations for mutual guarantee regarding the Far Eastern possessions of the two countries. The Franco—Japanese treaty is a corollary to the Anglo—Japanese. The British and Russian "Governments wore fully informed of the negotiations between' Franco and Japan.
