It is officially announced that Sir Edward Fry, Sir E. Satow, Lord Keay, and Sir Honry Howard will be the British delegates to the Hague Convention. The names of naval and military experts will be announced later.

A meeting at Newcastle urged international limitation of armaments. Sir H. Cauipbell-Bannerman wrote: " "Whatever difficulties are in the way, we must hope there will bo no retrogression, and that the general desire for relief prevalent in-Europo will find expression at the Hague." Lord Weardale stated that Britain is pressing the proposal for limitation, and he believed the United States and Prance will support it.
