Sir Joseph Ward moved a resolution expressing' deep regret at Mr Soddou’s death* and're.oogni_sim' his strenuous worlc in tho interest of the Empire. Lord Elgin endorsed Sir J. Ward's eulogy of the deceased statesman, and tho resolution was unanimously carried in silence. Proposed Imperial Council.

-Mr Deakiu and Sir Joseph Ward wore in favour of au Imperial Council of a purely .consultative and advisory character,
Dr. Jameson supportod the pro posal.
Sir W. Laurier showed extrome caution.
Botha thought it better to leave well alone. It would be a mistake to create a department; which would rival the Colonial Office,
Lord Elgin notified his indention to submit a resolution which he hoped would meet the difficulty.
