The Tangier correspondent of the Times reports that indignation and astonishment is expressed in diplomatic, circles over the fact that Mohammed Deltorres, Commissioner of Foreign Affairs, has, in defence of the Algeciras treaty, agreed to a contract with a German firm for the construction of a boulevard on the sea front at Tangier and a new system of drainage.
