Baron Sternburg, German Ambassador, and Mr Elihu Boot, have reached a basis of vivendi continuing the application of the German minimum tariff to American woods, pending Congress's action on the commercial treaty.

It is officially admitted in Washington that an Anglo-American treaty has been -drafted for the joint commission relating to all complex questions connected with water boundaries between Canada and the United States and the whole subject of fisheries Messrs Bryce and Root may reach an early vivendi pending the Senate's approval of the commission.
