FRENCH CIVIL SERVANTS.
Press Association—Copyright. Paris, April 8. A small minority of civil servants claiming the right to form trade unions and strike, M. Clemeneean in a letter to tho Teachers' Union says his bill will permit civil servants to form associations and entitles them in a corporate capacity to take legal action against arbitration and administrative proceedings; but beyond this it is impossible for any government to go, because a civil servant is a member of a hierarchy wherein he possesses privileges not possessed by the ordinary worker. His salary is fixed by law, his employ is steady, his promotion is not affected by economic crises, and he is not entitled to take concerted action to break a contract with the nation. This would be a positive legal offence, inasmuch as it thwarts the normal active national sovereignty. Official associations cannot bo admitted to tho labour exchange, since tliey do not fall like ordinary workmen undor tho law of supply and demand.
