Vincent Harcourt, said many causes were contributing to the decline oi stocks and other high-class securities, which wore international in operation. Ho'instanced the necessity of: replacing capital destroyed in the San Franco earthquake and other disasters, lhe best remedy, as far as the Government's miiuence was concerned, was to reduce expenditure, strengthen the sinking .fund, and avoid borrowing for current expenditure.
