President Roosevelt, in a letter appointing a Mississippi Valley Commission to report upon comprehensive improvement and control of the river systems of the United States, remarks that railroads are no longer able to move crops and goods rapidly enough to secure the prompt transaction of the business of the nation, •and that the complete remedy will be complementary water transport.
