Sx. Petersburg, March ‘ 7. Of the 458 members of the Duma 442 are new. M. Golovin is a sound business pian. M. Golovin replied that the members were fully determined to justify the Sovereign’s confidence. The Czar was most gracious throughout the audience. M. Golovin wap subsequently presented to the Tsaritza. ' ‘
