The New Duma.
Sx. Petersburg, March ‘ 7. Of the 458 members of the Duma 442 are new. M. Golovin is a sound business pian. Tlje Czar, in the course of an .audience with 3Vt Golovin, expressed satisfaction at the opening of the second Domna, |le commented on its task as being all the more difficult owing to the numerous parties t included.
M. Golovin, replying to the Czar, expressed the hope that the most divergent parties would unite harmoniously to strive to promote the common object of the country’s welfare. ■ The Czar alluded to numerous Ministerial bills about to be submitted, and trusted that the Domna would begin legislative work. M. Golovin replied that the members were fully determined to justify the Sovereign’s confidence. The Czar was most gracious throughout the audience. M. Golovin wap subsequently presented to the Tsaritza. ' ‘
