Captain Malcolm Kincaid-Smith, speaking at Stratford -on - Avon, strongly advocated the imposition of a small Customs tariff of one or two per cent, on all foreign manufactures entering the United Kingdom or any other portion of the Empire, the proceeds to be devoted to naval needs and Imperial defence. This would relieve the Imperia 1 Exchequer of the necessity of finding many millions annually, and which could hereafter he devoted to old age pensions and other pressing reforms. This scheme, he said, would supply a great material link between the Motherland and colonies far stronger than preference.
