Sir R. Bond, Premier of Newfoundland, in tire Assembly proposed the acceptance of a contract with Mens Bros., of London and : Paris, for a weekly 17 knot service from Killary Harbour in Ireland to Green Bay, Newfoundland, with a two hours journey across Newfoundland. From there 20-knot steamers would be utilised to the railhead at Gaspe, Quebec. The scheme also offers an alternative of a tunnel under Strait of Belle Isle, linking the proposed railway along the Labrador Peninsula, either way saving 32 hours over other Atlantic routes. An annual subsidy of 75,000 dollars for 25 years is proposed, and other subsidies are expected from Canada, United States and Britain.
