The criminal used a. skeleton key at Tsarkoe Selo Station, and placed bombs on the rail three minutes before the Duke starred. The Duke’s train was, however, brought to St. Petersburg by another line. The Duke returned to the Tsarkoe Selo Palace the same evening. The Town Commandant of Krinoyarsk has been shot dead in the street. The assassin escaped. Seventeen participators in the Tukkum rising have been executed. Received February 28, 10.55 p.m. St. Petersburg, February 28. The author of the Tsarkoe Solo attempt was a youth iu tho uniform of the Imperial Kailway engineers. He was seen CsCapiiig but of the gate and disappeared in a sloigh. The Czar will not now attend tho Domnas. His speech will be made by proxy, _
