Constitution of Orangia. Press Association—Copyright. London, February 27. Letters patent establishing a con-, stitution for Orangia are promised in April. - Capetown. February 27. Mr Steyne, ex-President of the Orange Free State, in an open letter to the people of Orangia, says he is resolved not to seek election under the new constitution, and warns the colbny against pitting race against race. The new diamond fields had introduced capitalism, The people must light unscrupulous capitalists who may endeavour to secure the administration. He said he was thankful for the existence of the mines; but feared the advent of trusts. Chinese on the Rand. London, • February 27. Mr Winston Churchill, replying to Mr Macbarness’ criticisms on the s'owness of repatriation of the Chinese, said Government never intended or expected that their Stateaided repatriation proposals would lead to a general exodus of coolies from the Rand. The Rt. -Hon. A. Lyttelton said that when invited to go home on steam yachts at Government expense only one per cent, of. those repeatedly described as tortured, miserable, manacled slaves accepted the invitation, while the 99 refused. Mr J. Ward said he did not believe the country was entirely satisfied with what the Government had done to reduce Chinese labour. Transvaal Elections. Final Results. . Pretoria, February 27. Hetvolk and tho Nationalists have protested against the nominations to tho Upper House on tho ground that tho members were at variance with the ■majority of the electorate and this was likely to lead to friction in the working of the constitution. Pretoria, February 27. The final results of the Transvaal elections are that Hetvolk secured 37 seats, the Progressives 21, Nationalists 6, Labour 3, Independents 2.
