ARMY REORGANISATION.
Severe Criticism. Press Association—Copyright. London, February 27. Mr Haldane has explained that country associations may exempt territorials on payment of 10s in cases where the men are unable to comply with the conditions, giving as an instance a worker changing his home. General Pole-Carew has severely criticised Mr Haldane’s proposals, and said the Minister was merely calling old things by new names. He had reduced the artillery and infantry and given nothing in thair place in the. service.
Members of the House of Commons are generally unfavourable to the scheme, and consider it will impede recruiting. 'Sir Howard Vincent thinks that the whole scheme of voluntary forces will break down and that tho War Office will be compelled to fall back on conscription.
