London, February 18, Mr Reeves suggests that, in the event of the Colonial Conference beginning a permanent Council, and meeting when necessary, there should bo attached thereto an Advisory Commission, in London, consisting of colonial experts, and including the High Commissioners and Agents-General. It would collect and tabulate information on all Imperial questions, and such a Council would tend to diminish the chances of friction between the Motherland and the colonies. The Premier is negotiating with other Premiers in favour of presenting joipt petitions to the Colonial Conference clajupng for tho separate States the right of direct representation at future Conferences.
