The Times infers that Sir Winston Churchill’s speech ami attitude are thorn for whom he speaking, and adds the prospects of tho Colonial Conference are brighter. Nothing in tho speech excludes the possibility of agreement on the essential principle of preference. If it is worth having in return for expenditure on common defence, an extension might bo well worth purchasing by some ether equivalent. London, February 7. The Times declares that the colonial Premiers are not coming to exchange platitudes and to attend evening parties, but intending to achieve practical results and imbued with very definite views respecting tho methods by which the desired results are obtainable. Government is evidently aware that it will not do to let the Conference bo a failure.
