He also ironically remarked that though Mr Labour retained his opinions on many subjects, including women's suffrage and Catholic education in Ireland, he had never done anything to promote these movements’ when able to do so. From that standpoint Mr Balfour’s retaining his opinions on tariff reform was encouraging to free traders.
