Deakm a clearly expressed mandate 1 for the Colonial Conisrenco respecting j Australia's naval contribution being in j ships and not in money, also in regard to navigation policy, Imperial preference, and constitutional arrangements for compelling the Colonial and Foreign Otiiccs and other departments \f beep in orach wbh the Pmpire where the common intensts ol colonies and Britain are concerned. The Times attaches importance to Mr Deakin's personality, and believes that he is bound to leave bis mark on the conclusions of the conference.
