Mr Haldane, speaking at Liverpool, stated that lie was undertaking army reform by instalments. He believed that the now organisation just announced would be very good if initiated by the general staff. Ho hoped Parliament would sanction his scheme for bringing the volunteers into closer touch with the fighting line of the regular army.
