The publication of the New Hebrides despatches shows that Mr Deakin, oven while the Convention was being drafted, urged that an attempt should bo made to secure the coment of Franco to British annexation.

When the draft of the Convention was received Mr Deakin stated that with all respect to the framers of the Convention the Ministers failed to see how the wishes of Australia were furthered by the establishment of separate jurisdiction by the representatives of each Bower. He strongly urged that the scheme bo remodelled to provide for the creation of one code of laws administered by a joi n t Court, that more stringent restrictions should be placed on the acquirement of laud, and the abolition of recruiting for outside purposes.
