Mr Pardle, Governor of California, in a message to the State Legislature, says President Roosevelt, with others in the eastern parts of the, country, failed to understand the racial difference between the Japanese and Chinese on the one hand and the whites on the other. Japanese he says cannot make good American citizens, and he adds that until the Courts have decided otherwise, California reserves the right and privilege to conduct, under State, national, and treaty laws, its schools in the manner it deems best, and this without the slightest disrespect for the national government or foreigners.
