ROAD WORKS IN FRANKLIN.
ENGINEER'S REPORT. The engineer, Mr. J. F. McArthui, f reported as follows at day's meeting of the council:— Aka Aka to Waiuku via Hull's: A rough survey has been made of this proposed new road. The accompanying- sketch plan shows the proposed road, starting from the present road at northern corner of section No. 232, block i. Purapura S.D., then along boundary of section No. 225 owned by Messrs. Kitson and Addlington to the southern boundary of section No. 29, block iii. Maioro S.D. then through sections Nos. 29 and 30 to join up with the Hull Hermitage road. The total length of this new proposed road is approximately 95 chains. The approximate estimated cost of forming the road as described above including fencing would be £l-185. I might point out that estimate is approximate only as portion of the swamp country through which the load passes is full of stumps and logs. It is impossible therefore to estimate the cost of construction accurately. It was decided to take the necessary steps to legalise the road. Cairn's Hill Deviation: The proposals submitted to the Public Works Department for easing the grade on present road have been returned un- ' approved as the grade obtainable would not meet with their require-
ments. The only practicaoie deviation available has been located, the grade being 1 in 11. This deviation passes through section No. 88, block xii., Drury S.D., Mr. Cooper's property. The land proposed to be taken is about Hi acres. The compensation required is £75 for this area and roughly £250 for depreciation on nine acres of the adjoining land, making the total approximate amount required for compensation £325. Councillors considered that the compensation required was out of all reason. The matter was referred to Cr. Thomas and the engineer to deal with. Access Roads, Waitangi Station: It is estimated that the access roads to the Waitangi railway station leading from the Pukekohe-Waiuku road on the eastern side, and from the Wai-uku-Drury road on the western side, will cost approximately to form and metal £3200. An application has been made to the Government for £1 for £1 on half this estimated cost. Sandspit Road, Waiuku: At last meeting of your council instructions were received to report as to cost of forming and metalling the above road from its intersection with the Wai-uku-Awhitu road to the wharf. The estimated cost of the present price of labour and metal is £I2OO. —Referred to the chairman and Cr. Reid. A copy to be sent to those interested.
Boundary road between Waipipi and Awhitu Ridings: It is proposed to form and improve a portion of this road at the western end. On inspection it was found that the present road opposite sections 150 and 152 has grades of lin 4 1 j>. A deviation has been defined through, these sections, giving grades of 1 in 14 and 1 in 12. This would necessitate the taking of about 1 acre from section No. 150, and about 3 acres from section No. 152. If these deviations were taken the road for its full length could be made good for vehicular traffic. I consider it unwise to expend money on the western end of this road unless the deviations as described are to be legalised. The attached locality plans shows the portion of the road proposed to be formed, and also the proposed deviation through sections Nos 150 and 152, block xii., Awhitu S.D. It was decided to take the necessary steps to legalise the deviation. West Coast Road via Douglas: As instructed the road has been formed with the funds available for that purpose. The formation completed is about 50 chains in length with an average widtn of 10ft.
Awhitu Special Loan of £10,000: An application has been .forwarded to the .Public Works Department for a ill for £1 subsidy on the different amounts allocated for roads concerned. Papakura to Maungatawhiri-Hu-•iua Gorge Road: Advice has been received from the-District Engineer of Public Works that the sum of £l5O is available for expenditure when satisfactory proposals have been submitted for the work. The proposed work under this grant comprises the diversion of the Hunua Gorge stream. This will „ necessitate tunnelling through a rdck point. Work to be put in hand as soon as possible. Smeed's Road, Tuakau: has been granted by the Public • Works Department to can\v out the work on above road by day labour. The amount of Government subsidy available for expenditure is £385 (£1 for £1). It is intended to put the road construction work in hand at an early date. Arrangements have already been made for the metalling of the road. Re Lowering Culvert at Buck-land: This matter came before your council some time ago in connexion with the draining of Mr. Jefferie's property. The matter was left to Cr. Woods and myself for report. After inspection it was found that the road embankment above culvert is of considerable height. r > To do the work required at the present time would mean suspension of traffic. We would suggest that the work be held over for the present and done during the summer months. A temporary road •iould then be made to enable traffic to pass whilst the work was in progress. We would also suggest that Mr. Jeffries contributes half the actual cost of the work. Road at Buckland Dairy Factory: It has now been arranged to slope off the road in front of factory from •oncrete platform to side of metal ioad and also to put in a pipe drain under the present watertable. The work is to be done by the council, ;md the cost of same paid for by the New Zealand Co operative Dairy '"liipany. It was pointed out the work was iow in hand. Peach Hill Road: Mr. M. Quinn has 'lFered to give a small piece of land i'oi _:t deviation at a very bad point on the road. The land required would not be more than half an acre. The price is at the rate of £155 per acie. The cost of this, including fencing nd road construction would be £7O. Mthough this would make a decided improvement on the road I would ifttv recommend any further expenditure <>n this road out of general revenue i t the present time. New Brighton Wharf. Hauraki G 'lf: Plan* and specifications for thi.; wharf -have now been completed, and will be forwarded to the Marker" Department for approval at an eafs date. Tlie length of the jetty and •vharf totals 331 ft. Offer to Purchase Road.—At a previous meeting of your Council Mr. T. Dugdale, of Kohekohe, offered to purchase an unused; road through "sections Nos. 253 and 254, block ~ix.. Awhitu S.D. Left to Cr. Short. and engineer to attend to. Proposed Closure of Road: The at-
tached locality plans shows a short piece of road at Kohekohe between sections Nos. 13 and 1, block ix., Awhitu. The adjoining owners, Messrs. J. McEwen and L. Lever, have intimated that they wish this road to be closed and half to be vested in each. As the locality plan shows the road continues for a considerable distance beyond the portion proposed to be closed. Although the road may never be used I am of opinion that no portion of the road should be closed unless the whole length of the northern corner of section 3 is dealt with at the same time. Hill's Road, Maungatawhiri: An enginee. ing survey has been made of this road which follows the small deviation necessary through section No. 141, block xiv., Opaheke S.D. The deviation is 13 chains in length, and with severance will necessitate the aequiiing of two acres of land. The total length of road proposed to be formed is 33 chains. The total cost to complete the road would be £206 made uj} as follows: Compensation, £SO; < oustruction of road, including culve; ts, £120; fencing, £2O; expenses in connexion with legalisation of deviation, £lO. Left to fir Keith and engineer to attend to,™lso particulars be forwarded to the settlers interested, Proposed Wharf, Gordon's Landing, Waipipi: It has been proposed to form a special rating area as security for a loan for the purpose of erecting a wharf at Gordon's Landing, Waipipi. Land has already been acquired and a road legalised ana formed to give access to this landing. There is, however, about three chains of an approach between high-water mark'and the end of proposed wharf which will require constructing. At present this approach to bank at proposed wharf is fascined and can I be used at times other than high ] water. This would not be satisfac- j tory as a wharf approach. To erect either a jetty or retaining walls and . embankment would mean a consider- ! able expenditure. The approximate ,
estimated.cost of the wharf and approach is as follows: Wharf and jetty £6OO, approach, including retaining walls ancl embankment, £250, making a total of £BSO. Left to Cr. Short and engineer to lay the matter before the ratepayers. Advertised Contracts: Tenders have been invited, returnable since my last report, for 34 contracts. Five tenders in all were received. The contracts advertised and tenders received are as follows: Contract No. 424: For supply and delivery of 200 cubic yards of spawls, Ararimu Road.
