FRANKLIN COUNTY COUNCIL.

The continuation of the report of the Franklin County Council meetingheld on Thursday last is as follows: Papakura Wants Metal. The Papakura Town Board applied for permission to obtain metal from the Hunua Gorge Road. Left to Cr. Lockwood and engineer to look into, with power to act, the clerk to draw up an agreement. Karaka Shell Banks. In reply to the council's letter pointing 'out that settlers were objecting to parties taking shell from the Karaka shell-banks, the Auckland Harbour Board stated that no permits had been given by the. board to anyone to take shell from the banks, and if the council"or settlers would supply the names of persons offending proceedings would be taken against them.—Received. It was pointed out that the position was now clear. Runciman Request, Mr. W. S. Coutts, Mercer Street, Runciman, requested the council to expedite the work of making the street passable. The clerk reported that he had replied stating that as soon as the county teams are available the work would be proceeded with. The engineer said the county teams Would attend to the street in the course of a few days. Karaka Road. F. vV. Yates, Hp-iKuru, diew the council's attention to the state of the Karaka Road between the end of the metal and the second bridge. He trusted* the council would put the work of metalling the balance, three miles, in hand during the summer to obviate similar inconvenience nex<t winter. Left to engineer and Cr. Montgomerie to attend to. Access Road Required. Geo. Large requested legal access to his property at Maungatawhiri by Christmas, as he intended to effect improvements after that. At present he could not gain access to his property. Deferred, pending the engineers report on the matter, Metalled Road Wanted. A. H. Jeffs. Maungatawhiri Bailey, requested the council to metal a portion of 4he formed road leading to is property as early us possible. It was decided to reply stating the matter would be attended to as early as possible. Piece -of Land Wanted. R. Kwing, Whangarata, wrote offering to purchase piece of old road abutting on his property at Whangarata. He agreed to resell whatever of it was required should a road to Tuakau alongside the railway be ever required. Matter deferred, pending the decision of the Railway Department in regard to the matter. It was decided to reply accordingly. Kariotahi Road. T. H. Marks and ten others. Waiuku ratepayers, drew the council's attention to the deplorable state oi the Kariotahi road from the termination of the metal at Sterns foot of Pyler's hill, and requested it be repaired urgently. It was decided to reply pointing out that new metalling work could not be done out of rates, and suggesting that a special rating area be formed with u view of raising a loan to do the work, Park Estate Road. Mr. M. H. Oram and four other ratepayers on Park Estate Road, Drury. waited on the council with a request that an effort be made to complete about It' chains of metalling on this road. Left to Cr. Thomas and engineer to meet the settlers to see what ran be done. The engineer stated that about C 33 lis was still be spent 0:1 the road. The chairman assured the deputation that something would be done to accede to the deputation's request. Waiau Pa Wharf. The Waiau Pa branch of the New Zealand Fanners'' Union urged the council to expedite the promised necessarv improvements to the VVaiaa Pa wharf, i It was decided to reply statin?/

Makuiil Bros, requested permission to excavate a tunnel under the road at Taurangaruru for the purpose of draining their land situated in Waipipi parish. The matter was referred lo lhe chairman and engineer lo deal with, Hunua Roads' Loan. N'ine ratepayers on the SU'waitCowan and Heald's Roads, Hunua, forwarded 1 petition consenting to the raising of a loan of K'oV for the purpose of forming and metalling the abovenamed roads, and that a special rate of Rid in the i : be le\ ied The clerk was. ■ isUucted to iakf the necessary steps to procure the money. Proposed Paerata Creek Drainage Scheme. At Lhe last meet in;: of lhe council Lhe above matter was considered, and it was decided to call a meeting of those intercs&d. The clerk reported thai lhe meeting had taken place, and the ra.lepayeis concerned were agreeable to the raising of a loan to do the work. It was decided to make implication to the Minister for Lands for a subsidy for the purpose of draining the Paerata swamp. Cr. Woods moved that ratepayer along the P:\enita creek be nolihoii to idoai out their poitions of the creek.

Bon.bay-Happy Valley Road.

In connexion with the forming anil metalling of the Bombay-Happy Valley Road via Paparuta, referred to the engineer at last meeting, Mr. McArthur reported that the length of the proposed wotk was about seven miles, and that the cost would be approximately £7OOO. li was decided to forward "this information to the settlers, and the clerk was instructed to make application to the Government for a £1 for £1 subsidy. Next Meeting. In view of the forthcoming county election on November 10 it was de cided to hold a washing-up meeting on Friday, October 20. Bogue's Road, Aka Aka. A deputation consisting of Messrs A. W. Bell, H. E. R. L. Wily and other ratepayers of Bogue's Road, Aka Aka, waited on the council in connexion with the road.

A petition signed by Mr. Alfred \V. Bell and eight others requested that the work promised on the road be put? in hand at the earliest possible date.

In presenting the petition Mr. Beil said all the ratepayers interested excepting one had signed the petition. Cr. Reid stated that the work had been commenced last year, but the council had experienced a difficulty in getting teams to do the work. They also had difficulty in forming the road on account of the soft foundation. Wet weather suspended operations, and the council intended to complete the work as soon as fine weather was experienced. They had obtained a Government grant o! £4OO on a £ for £ basis, which mean; that the ratepayers would have to find the remaining £4OO. As soon as the weather was fine he assured the deputation the road would be completed. Mr. Bell said the ratepayers carted their milk over the road, and it was indeed in a deplorable state. The\ wanted the work done right away. Mr. H. E. R. L. Wily urged that the work be put in hand at once; the sooner it was put in hand the sooner the work would be completed. In order to give the road a chance to harden up with the summer anti auaumn weather he stressed the advisability of having the work completed before Christmas. If it was left later it would never settle before the winter.

The chairman assured the deputation he would have the work put ii hand as soon as possible.

Wiiy's Deviation off Tramway Road. Mr. H. K. R. L'. Wily drew the council's attention to the fact that the deviation off Tramway Road, Mauku, was tutting up badly and needed attention. He asked it be attended to i'.s soon as possible. If it was left for another season it would heroine impassable. On the motion of Cr. Montgomerie it was decided to attend to the matter when the teams were on the spot. Proposed Loan, Razorback to Tuakau. In connection with the proposed loan for a road from Razorback to Tuakau, Cr. Wilcox reported that he anil the clerk would visit the locality and obtain signatures 4.0 the petition to form a special rating" area. Red Hill, Papakura.

Cr. Thomas presented a petition signed by J. E. Elliott and others requesting that the roads near Red Hill, Papakura, be attended to.

Cr. Thomas said the roads in question did want attention, and he moved that he and the engineer visit the locality to see what was required, with a view oi' having them put in order. Foreman's Residence. Cr. Montgomerie moved that steps he taken to procure a suitable section for the purpose of "erecting a county teams' foreman's residence. The chairman and engineer were empowered to acquire a section. Settlers' Road, Hunua. Cr. Lock wood urged that the teams be sent to the returned soldier settlers' road, Hunua, as early as possible. The road was in a bad stale, and needed attention. Left to the engineei and Cr. Lockwood to get Hie work dime right away.

South Road, Pokcno to Mercer. Cr. Keith requested that the Great South Road between Pokeno and Mercer be repaired as early as possible as it was in a bad state at. present. The engineer reported that he had iet a contract for getting out stone to do the job. The work would he put in hand as soon as possible. Cr Keith also requested that Chaplin's Road be attended to. Awhitu Loan. Cr. Short asked that the Awhitu loan money be expended as early as possible. Finance. The treasurer (Mr. Alan J'.
