ENGINEER'S REPORT.
Engineer J. F. McArthur reported as follows at Wednesday's meeting of the Franklin County Council: — Government Grants.—During tne month application was made to the Government for grants and subsidies to be placed on the 1920-1921 estimates. There were 93 items on the forms of application, the total sum applied for being £10,900 of lice money and £21,000 on a £1 for £1 basis. A special application was forwarded through the district engineer at Auckland to the Hon. the Minister for Public Works for a £1 for £1 subsidy on the Awhitu special loan, with plan showing rating area, etc. It was pointed out that no other grants in the rating area were being applied for, and that the council would be glad to have one Government subsidy for the whole riding, to be called "Awhitu Riding Roads Loan Subsidy." The council could then submit the detailed proposals to the Department for approval before any loan money is expended. It was pointed out that if the riding roads subsidy was granted that the council would be in a posi I tion to proceed in an expeditious an;t practical manner with the expenditure of the loan moneys and Government subsidy available to the best advantage. It was suggested that the sum of £3OOO (£1 for £1) be placed on the current year's estimates as an instalment on account of the total subsidy applied for, viz, £IO,OOO. Jericho Road, Buckland.—PnpossJs . have now been approved for the con- < struction of a portion of this road, \ permission being granted to expandj the grant with the council's plant :>t■ the rates quoted in application. Contracts advertised. —Tenders ure j advertised, returnable on Saturday, the sth, inst., for 39 contracts. Cancelled Contract,.—Contract No. j 335: For the supply and delivery of I 4500 cubic yards of spawls at the Whar.gamaire bridge landing, Karaka, has been cancelled for not complying with the condition of contract, 'ii;d notices sent regard.ng continuation of contract. Efforts are now being made to enter into an arrangement for the supply and delivery rf IJOO cubic yards of spawls at this landing. Nothing definite has yet been arrived at. It is likely however that a fresh contract will be arranged at an early date. Final payments on contracts.—final payments appear in the list of accounts placed before your council at to-day's meeting, viz:— Contract' No. 319.- For the supply and delivery of spawls on the V.'ai-uku-Drury Road at Glenbrook. Contractor, E. Dromgool. Contract No. 377—For the supply and delivery of spawls EombayPaparata Road. Contractor, A. L. Stokes.
Contract No. 397.—F0r forming and culverting Pukekohe to Paeiata Road. Contractor, T. M. Short. Contract No. 40G.—For the suppiy r.nd delivery of spawls, Gre.it S rjth Road, llamarama, to Bombaj. Contractor, G. Pulman. Contract No. :!42D.~ For the supply and delivery oj spawls, Money Creek, Waiuku. Contractor, Albert Holmes. Contract No. 411- For gr:;veiling portion of Mangatangi-Kahvn Road. Contractor, G. H. Stubbs. Contract No. 359.—F0r forming, culverting and clearing of Paparimu-Maungatawhiri Road. Contractor, C. Home. Signed contracts. —The following contracts have been signed by the contractors, and require the so il and signature of two members of your council: — Contract No. 404.—F0r for ming two pieces of the Otaua to Maioro Top Road. Contractor, E. Hoimes. Contract No. 419.—F0r founing
and culverting 55 chains 68 links of access road to sections 12 and 4-5, Hunua Parish. Contractor, J. Aitchison. Contract No. 420.—F0r foisumg four sections of the Moumoukai Valley Road. Contractor, A. McNeil and party. Teams—The No. 1 county teams plant has just completed the construction of the portion of the Wai-uku-Drury Road between Charles Rd and Paerata Road, including Jtoney Hill, the total length being 80 chains. It is intended that this pl?nt sturt necessary works in the Pukekohe
West Riding. When the season is favourable l would suggest that the plant be put on to form the Paerata to Tulumata Road. Provision is made in the Paerata special loan for the formation and metalling of this road, 'lhe metalling should be proceeded with as early as possible next summer. The No. 2 teams plant is stiH engaged improving roads in the Rombay district. After this work is com-
pleted it is intended to proceed with the formation of side road 0:1 tl.e Papakura to Karaka Road. Crushing and Hauling Plants—The No. 1 crushing plant is engaged crushing metal at Glimmers, Waiuku. After this it is proposed to return to Pukekohe via Aka Aka and
crush the several lots of stone on the way. Owing to the wet weather experienced lately it has been impossible to proceed with the metalling of Pratt's Hill. The stone stacked
and available for this work will require to be crushed and dumped ready to be put on early next sum-
mer. , , . The No. 2 engine plant has completed gravelling at Mangatangi, and also the hauling of willows from the Maungatawhiri stream. The work ol scarifying and improving a portion of the Pokeno Valley Road as intended had to be abandoned owing to the state of the weather. It was also intended to roll the newly-met-alled portion of the Patumahoe-Wai- . au Road. This also had to be abajK doned owing to the softness of the road formation. , The No. 1 county motor truck
lately purchased is at present being used for repairing roads in the Waiuku district. . Mangatangi Stream Bridge.—lhe proposal to raise a loan for the (onstruction of this bridge and approaches was authorised by the latepavers at a recent poll, and there is a grant subsidy of £750 (£1 lor £1) on the estimates for this work, beeing that this bridge site is on tne boundary of Franklin and Waikato Counties 1 would suggest that au-
thority be given by your council for negotiations to be entered into with the Waikato County Council regarding the amount it will contribute towards the cost, and that all necessary steps be taken to secure a Gov-ernor-General's Warrant for the erection of the bidge. . Urquhart's Road, Karaka.—l nave to state that the engineering survey of this road has-, now been completed, the total length of tthe road proposed to be constructed » s 75 chains. The estimated qbst will be £OBO, including formation, culverts, and clearing. I may explain that some| time ago it was proposed to fqim a J special rating area of a large tract • of country to .'which the road in ques-1 tion would give easy access to, and | raise a loan to construct the road. The land required for road purposes is to be provided by Messrs. Urquhart Bros. Works generally throughout the county are being carried out as expeditiously as possible. The wet weather lately experienced has, however, retarded "progress to a considerable extent. . , The report was adopted. , .
