"SOCIAL UNREST." | Sir,—AJlow me to congratulate! you on your article quoted on "Social Unrest" in your issue of February 20. Its views I have held for many years, that people do not riot and rumpus because they like it, but because there is something that disturbs them. And good government should seek to find the causes of disquiet, not repress the discontents, and remove the causes of dissatisfaction.
