MANUKAU COUNTY COUNCIL. MONTHLY MEETING. The ordinary monthly meeting cf the Manukau County Council cvas held on Tuesday last, when there were present: Crs. F. M. Waters, S. W. House, J. Luke, A. E. Hattaway, F. H. Brownhill, A. D. Reid, together with the elerk, Alex. Bell, and the engineer, Mr. W. J. Lopdell. In the absence of the chairmnn, Cr. A. D. Bell, Cr. Waters was voted to the chair. Mr. Asheroft, clprk to the fate Road Board, stated that although the Department stated they had written to the board, he had never received the^letter. On the motion of Cr. Luke, seconded, by Cr. Reid, the matter was left In the hands of the engineer and Cr. House to attend to. A Request. Mr. A. Battensby, Mangere, drew the council's attention to the state of a culvert in front of his property in McKenzie Road, and requested that it be attended to.—Left in the hands of the engineer and Cr. House to inspect and report on at next meeting. Great South Road, Manurewa. The Public Works Department intimated that although only £2OO appeared on the estimates for the Great South Road, Manurewa, they were till prepared to authorise £4OO, £l/for £l, as soon as plans, specifications and estimates have been submitted and approved by' the district engineer.—The chairman stated that the matter was previously considered, and it was decided that the council could not subsidise the amount out of the general funds, but that a loan would have to be raised to do the work. The council was still of the same opinion, and the letter was merely received. Damage to Roads Agreement. With reference to the agreement relative to damage to roads in the Papatoetoe Town Board.s area, the board wrote stating it was agreeable to the agreement when a clause binding the council to repair damage done to roads in their area had been inserted.—lt was decided to accede to the request. Papakura Valley Creek. Mr. H. Moody, Alfriston, drew the council's attention to the fact that although notified, property owners had failed to clean out the main drain leading from Flat Road to the creek.—Left in the hands of Cr. Reid and engineer to inspect and report on at next meeting.. It was also decided to hold a meeting in the Alfriston Hall on February 19 to consider means of dealing with the nuisance. Metalling Wanted. Mr. 11. B. Kimpton, Brookby, wrote asking that the road leading to his property be metalled beFor? the winter, as during the winter months it became in a very bad state.—Left in the hands of engineer and Cr. Reed with power to act. Turanga Creek Wharf. In connection with the erection of a wharf at Turanga Creek, Mr. C. Arnold Jones urged the council to proceed with the erection of the

wharf at the earliest convenience.— With reference to the said matter, the Marine Department, Wellington, advised that the Deparment' liability was £IOOO. The estimate for the work was £2OOO. The Department stated that the Government could not do the work, but would hand over the money available when the local authority erected the wharf.—On the motion of Cr. Brownhill, it was decided to forward a copy of the Department's letter to Mr. .Jones, pointing out that the council could not subsidise £IOOO, and suggested that it was a matter for a loan over a special rating area. Shell at IHaraetai Wharf. The Marine Department advised that no permits had been issued to remove shell, etc. below high-water mark on the coast east of Maraetai wharf. They also advised that the inspector had been instructed to erect a notice to the effect.—Cr. Brownhill said it should be the westerly side and not the easterly side. He had spoken to the clerk about it, and he had drawn the Department's notice to it, and it was now being attended to. People had complained concerning the removal of the shell, and stated that the removal thereof caused the sea to encroach, thereby causing damage to the road on the waterfront.—Referred to the Marine Department. Repairs to Road Wanteds Mr. N. J. Lillyman, Clevedon, wrote stating that the road fronting his property was originally made for wheel traffic, but owing to neglect, together with slips, it was impossible to use the same for vehicles. He estimated the cost of repairing the same would be £7O. He pointed out that he was agreeable to pay any costs incurred in doing the road over that amount—Cr. Luke said the road wanted attention, and on his motion the matter was left in the hands of Cr. Lu'ce and the engineer to attend to. Quarry Road, Ardmore. Mr. J. W. McLaren, Ardmore, asked if the council intended doing anything further to the Ardmore Road leading to his property, as it was impossible to get implements in

readiness for autumn work.—Left in the hands of engineer and riding member to attend to and report at next meeting. Rate of Interest on Loans.

The State Advances Office requested to know at what rate of interest it was proposed to borrow the two small loans, namely Maraetai, £2500 and Redoubt Road, £l2so.—The clerk was instructed to reply stating that the rate was not more than s}£ per cent, per annum. Expenditure for Road Works.

The Under-Secretary of the Department of Public Works advised that the following items, on a £1 for £1 basis, had been approved by the Minister, who was prepared to issue authority for the expenditure of the monies as soon as detailed plans, specifications and estimates of rait had been submitted to and approved by the district engineer: Alfriston to Ardmore, £l5O (£1 for £1); Alfriston to Wairoa Road, £77 (£1 for £1); Clevedon to Brookby, £55 (£1 for £1); Clevedon to Mataitai, £SO (£1 for £1); Clevedon to Miranda: Kawa Kawa-Orere section, £SOO, Clevedon-Kawa Kawa section, £l5O (£1 for £1); English Church bridge (Papatoetoe) to Flat Bush, £250 (£1 foY £1); Howick Main Road, £4OO (£1 for £1); Howick to Whitford, £SOO (£1 for £1); Maraetai to Cleved-.m, £425 (£1 for £1); Mellon Bay No. 1, £SO (£1 for £1); Ness Valley (Moumoukai Hill) Road, £l5O (£1 for £1); North Road, £250 (£1 for £1); Papakura to Clevedon, on account of £2000), £IOOO (£1 for £1); Redoubt Road, £IOO (£1 for £1); Waikoupa Creek to Maraetai, £SOO (£1 for £1). Total, £4607. Manurewa Overhead Bridge Loan.

The council's solicitors stated they had applied for an order in council rectifying the Manurewa ratepayers' consent to raise a loan of £2OOO for the Manurewa overhead bridge, and forwarded a fresh resolution striking a special rate of 5-8 d in the £1 upon the rateable value of all rateable propetry of the special rating area.— Received. Manurewa Town Board Request.

The Manurewa Town Board lequested that the council expend rates collected in the town district for the current year, on the county roads within the board's area.—Received.

Registration of Dogs.

The Department of Internal Affairs notified that provision has been made in the Native Land Amendment and Native Land Claims Adjustment Acts 1919, to the effect that Ihe Dog Registration Act now applies to the legislation of Maori as well as European dogs.-Received.

A Papakura Road.

, Mr. J. W. Gilchrist, Papakura, requested the council to attend to road running past his property, and also that property owners be notified to clear blackberries.—Left to engineer and riding member to attend to.

Mangere Loan.

With regard to the Mangere loan

of £3OOO, Sir Frederick Lang intimated that he would very shortly be proceeding to Wellington, and would do all in his power to obtain the loan money. Dedication of Roads. The question as to which body, a road boajd or the council, had power to accept dedication of a road, was brought up by Cr. Luke, who moved that legal opinion be obtained on the matter. He merely brought the subject up in case a difficulty arose at some future date.—Cr. Brownhill seconded the motion, which was carried. Alteration of Boundaries. On the motion of Cr. Hattaway, it was decided to hold a special meeting on Tuesday, March 2, for the purpose of considering the adjustment of riding boundaries. Finance.

Accounts amounting to £1177 0s Id were submitted, approved, and passed for payment.
