FRANKLIN COUNTY COUNCIL

Thursday's Meeting The ordinary monthly meeting of the Franklin County Council was held in the Council chamhers, Hall street, Fukekohe, on Thursday, when there were present—The Chairman (Cr W. Claud Motion), Crs J. S. Montgomerie, T. W. Woods, J. S. Short, W. li. Thomas, J. Keith, and 11. Wilcox, with the Clerk (Mr Alan P. Day), and the Engineer (Mr J. F. McArthur). MIRAXDA-BRIOHTOX. Seeking information about a wharf at New Brighton, Niranda, which it had been proposed to build in 1914, the Minister for Marine (Hon T. M Wilford) asked if the Council would erect the wharf provided the Depart merit contributed the £SOO which had been iu successive Estimates since I!M4. The matter was left to Or Keith and the Eugineer, to interview the settlers, and ascertain the exact site, and other particulars. DRURY TRAFFIC BRIDGE. Mr 8. Fielding, Secretary of the Drury Farmers' Union, on behalf of his Branch, requested that as the overhead bridge on the Waihoehoe road was started, the Council should take on the work to be done between the traffic bridge and the new station. Also, metal was badly needed on several roads On the motion of Cr Thomas and i he Chairman, it was decided that the Clerk reply that the work would be done as soon as the weather was favourable. The subsidiary matters of the path, etc, were also being attended to. PAPARATA VALLEY. Mr Geo. Nicholas asked the Council to have the blockage in the natural waterway adjacent to his property removed, thereby allowing the drainage from the adjoining properties to go the natural way, instead of through his drains. The Chairman said that, on the suggestion of Cr Lock wood, he would ask the Council to accede to the request. —Agreed to. In respect to metal for roads damaged by a motor lorry in the district, it was decided to write asking the contractor (or the company) to cart metal to repair the same, as previously promised, the Clerk to write to Cr Lock wood and acquaint him with particulars. DOOLEY'S EXCIIANOE. Mr R. J. Dooley wrote objecting to land of his being taken for a road. The Clerk said that Mr Dooley had at first given his permission, and then withdrew it after the survey was made. He had at first given Mr Wily approval of the survey. Cr Montgomerie considered that the upper portion of the road should bo shifted over one chain, in order to give Mr Dooley access. The Clerk produded a sketch showing that the proposed new arrangement would not give Mr H. E. R L. Wily as good access as he had before. Mr Dooley's withdrawal of his original permission, as agreed upon between himself, Mr Wily, and the Council, was viewed with disfavour by the Council. Cr Montgomerie objected to having a road to Mr Dooley's (or any other man's) property without giving bim access. He moved that before consenting to the exchange, the survey now made must be so altered as to give access to Mr Dooley's property. {Seconded by Cr Wilcox, and carried NOXIOUS WEEDS. Mrs M E Dean, of Polceno, and Mr C. Whitburn, of Kunciman, complained about the noxious weeds in their districts. On the motion of Crs Montgomerie and Keith, it was decided to ask the Inspector to take action. Considerable annoyance was expressed that no notice was taken in respect to the many warnings given in respect to noxious weeds, etc. MaramaiU'A. Mr W. Heaven wrote asking that s'eps be taken regarding the transfer of the Marmarua portion of the Whangamarino portion of the Wlmngamarino Road District into Franklin County; also drawing attrition to the road at Friedlanders, and on to the end of the metal (>n tho motion of Cr Keith, it was decided that tho clerk write stating that tho Council first required the consent of the settlers to the proposal. It was decided to reply that the matter would be dealt with as soon as the particulars of the survey, which had recently been made, reached the Countv Council. WAIUKU AKA AKA Charles F. Malloy and fourteen others petitioned that the road leading from Waiuku to the Aka Aka four cross roads should be improve I. They were willing to support a loan for the undertaking, provided a subsidy were available. The larg9 and increasing volume of traffic. made improvement necessary The chairman moyed that delegates should be asked to wait on the Council, giving definite particulars, aad stating what responsibilities they were prepared to shoulder. The Council would give the proposal every consideration, and eudeavour to have the same given effect to.- Carried. HELVETIA ROADS Messrs 0. S. McCalium, R. J. Reynolds, D. Fausett, and G. Harris Black wrote asking the Council to "do something" to the roads through the Helvetia sections. Cr Montgomerie submitted that the Helvetia Company should first properly form these roads. TRAMWAY ROAD LOAN In connexion with the Tramway Road, Mauku, special rating area loan of £3OOO, the clerk, Mr Alan P. Day, reported as follows: " I beg to report that a meeting of ratepayers interested in the above proposal was held in this office on the Bth July last when the whole scheme and proposed boundaries of the special rating area were fully discussed and considered. The following resolutions were paesed, there being seven votes for same and five votes against: That the Council be requested to cjnsider the question of modifying the scheme to include only two portions of the road i.e. from Te Ti farm to Glenbrook and the bill from Bells past Gillons and that a special i works rate be levied to find the amount required to carry out the necessary work. I would point out that in response to the Council's application, the Public Trust Office agroed to find this loan money at per cent interest for 3f>i years premium interest of 1 per cent to bo paid from Ist July last. I beg to ask for further instructions as to reply to be made to Public Trust Office re this loan. The chairman, Cr Montgomerie and Short and the clerk were authorised to take such action as I deemed allocation of loan money available from the Public Trust Office, for the Tramway Road ami Paerata loan schemes. GENERAL On the motion of the chairman, tho engineer was instructed to prepare an esitmate of the construction of a road through tho Helvetia farm, which the Helvetia Ostrich Farm Company wish the Council to dedicate. The chairman pointed out that the estimate would be submitted to the company, who would either adopt or otherwise. The Council to do the work and the company to defray tho cost. In answer to the chairman, the clerk stated that the Kariotahi deviation had been legalised. Tho chairman moved that as tho necessary formalties were completed, the engineer be instructed to draw up the necessary plans and prepare estimates for the work, ho that it could be completed.—Carried.
