PAPAKURA.
PAPAKURA'S DEVELOPMENT (To the Editor.) Sir,—l noticed from a recent issue of the " Times" that the Papakura Town Board contemplates going in for various loan proposals to carry out comprehensive roading, water supply, and other schemes in the district. During the election campaign in September the very same members who now constitute the majority of the Board were up in arms against borrowing money while the war was on and gave as their reason that the time was inopportune to go in for such comprehensive schemes as formed the platform of the then retiring Board. lam very pleased indeed to see that they have changed their ideas but I am not enamoured with all their proposals. The project of raising a loan to construct the Great South Road in concrete 16 feet wide is a very burning question at the present juncture. It is all very nice indeed to have a roadway 16 feet wide in concrete but we as ratepayers cannot allow such* procedure as long as other roads ofl much value require metalling. I particularly refer to the stock road which up to the present has not been completed. Quite recently a mob of about 150 cattle passed along stock road and it took them quite half an hour to negotiate that abortion of a creek near the saleyards besides causing the stockman quite a lot of inconvenience. Before the ratepayers will allow a nice road to be pro vided for motor cars it is my belief that they will demand that stock road be completed in order to afford farmers the privilege of having a nice road to drive stock over. We must have the road done before the winter sets in or otherwise it will be an impassible bog. At the ordinary fortnightly meeting of the Papakura Town Board, held last evening, there were present —Messrs D. W. Jones (Chairman), W. N. Mcintosh, T. D Campbell, 8. Evans, and Dr. A.. W. P. Brookfield, with the Clerk (Mr Harold Wilson.) EXTENSION 01' BOUNDARIES. The Department of Internal Affairs forwarded a copy of the " New Zealand Gazette" containing the proclamation enlarging the boundaries of the Papakura Town District. DEDICATION OF ROADS. The Public Works Department wrote desiring to ascertain the standard which was being upon by the Board for the construction of private roads before the Board accepted dedication thereof—what the Board required in the way of metalling or gravelling. The letter pointed out that the information was required particularly with regard to the class of bridges and culverts, and the grades, formation, metalling, and fencing of roads and footpaths. The Chairman said he had made enquiries into the matter, and found that the Board had no standard of any kind. He thought the time had arrived when the matter of adopting some standard should receive careful deliberation before the Board accepted dedication of any road. A reply is to be forwarded intimating that the Board did not at present have a standard. ALLEGED WANTON DAMAGE. Damage to fishing-nets and a launch at Young's beach by a member of a picnic party from Bombay was the subject of a complaint made by Mr W. Ward, of Papakura, to "the Board, with the request that a lad, whose name and address he supplied, should be chastised. Dr Brookfield stated that a notice was erected at the beach warning the public against damaging property, and offering a reward of £5 to anyone laying information leading to the conviction of such persons. He thought drastic action should be taken, so that the public should be warned against damaging, private property. 9 The Chairman remarked that Mr Ward did not desire legal action being taken against. a youthful offender. ''^^^ J The Clerk was instrucflSfoftcommunicate with the alleged pointing out that a complaint ra||j been made, and that if a similar' offence was committed he would be dealt with through the Court. ' MARKET RESERVE The unsatisfactory condition of the fences on the market reserve was brought under the Board's notice in a latter from the new lessee (Mr A. A. Ramsay.) Mr Evans said according to terms of the lease the lessee had leave the fences as they wete when ho assumed control. At present, he added, they were in an unsatisfactory condition, and badly required attention. He pointed out that the condition of the fences was such that stock belonging to other people trespassed ou the Reserve, and therefore they certainly required attention. On the suggestion of Dr Brook field, the matter was referred to the Works Committee to inspect and report on at the next meeting. FINANCE The paysheet amounting to £Ol 7s Id was approved and passed for payment. The Clerk submitted the financial statement for the period ending January 31st, which showed the balances of the various accounts as ollows: General fund debit balance, f £262 6s 5d ; hospital fund credit balance, £lO6 16s lid ; library fund (credit) £5 19s 4d; cemetery fund (credit) £25 17s 91; interest account, (credit) £25 Hs lid. The overdraft
at the Bauk of New Zealand was £lO2 19s lOd, while the Post Office Bavings Bank was in credit £.") 29 4d leaving a debit balance of £O7 17s 6d, The chairman stated glad to inform the Board that mff-x overdraft that day was only between £3O and £4O and that roughly £2OO in rates was still to be collected. The report was adopted. TENDERS The tender of Mr D.
