The first meeting of the Franklin County Council as reconstituted by the recent elections was held last Wednesday and the proceedings were so conducted as to afford every indication that it will not be the fault ot the Councillors if a decidedly progressive and onward policy is not embarked on. The selection of Cr Motion to succeed ex-Cr Flanagan as Chairman was in accordance with general expectations for not onlv had he the advantage of being able to lay claim to previous experience through having held the office for the first two years of the Council's existence, viz , 1912-14, but he is in a position to devote the necessary time to the duties and above all he li.ts essentially, thanks to a strong personality combined with tact and geniality, practically all the qualifications that it is desirable a County Chairman should possess. Under his leadership it can safely be predicted the Council will "make good." Then again each and every Councillor, both old and new, exhibited a keen desire to acquire full knowot the requirements ot their respective Ridings and furthermore to so identity themselves with the administration as to accept personal responsibility il authorised works are delayed or not carried into execution. With this object a proposal by the Chairman that both a Works Committee and a Finance Committee should be set up was unanimously approved of and adopted. This innovation should lead to good n. suits, particularly in thet-a.se of the Works Committee, for the Count\ i.- of such extensive area that it is im possible for the Kngiueer to visit every district as often as he would desire whilst new loading projects ami improvement schemes can be more thoroughly considered and discussed at frequent assemblies of the Committee than by being casually mentioned at the Conner's juonthly meetings. Further not only the actual members of the Woiks Committee but all the other Councillors will be in a position of having an intimate knowledge of everything that is being done or should be done. ,\s a Riding inembei controls the finance of his Riding he will n, future be enabled to personally Muvivise the outlay of the money

contributed by his ratepayers and the ratepayers will look to him to see that efficiency is maintained. In short, the people of Franklin County can rest assured that in the representatives they have selected they possess a sound and businesslike body of men who like their predecessors in office will uphold the best traditions ot local government work and will do their'utmost to further the interests of the Important and rising district embraced in the Franklin County.
