FRANKLIN COUNTY COUNCIL.

Monthly Meeting At tho meeting of tho Franklin County Council, held yesterday, there were present Cr? J. Flanagan <-hairnian\ J. Henry, T. W. Wood, H. Lyons, T J. Lockwood, R. Higgins.>n. W C. M 's Ai;«KX< K Cr Renr.ll wrote that he regretted that he was still unable to ieave his house owing to hi- continued indisposition. Tie also expressed Ins regret that he would be unable to be present at the banquet to be given in honour of the Premier, the Kt. Hon. W. F. Massey, M.F. On the motion of the Chairman it was resolved to write Cr Rerall expressing the Council's regret at his enforced absence and a hope that he would soon be restored to health. THE COUNTY EXGIXEEK The Chairman expressed pleasure at Mr J. F. McArthur, their Engineer, being present with them again after his illness. Although Mr McArtlmr was not yet thoroughly well he was glad to know that he was progressing slowly towards recovery. Cr Lock wood said that there was some urgent work required. Some bridges in his Riding were unsafe for traffic. Ue thought that some assistance for the Engineer should be provided. Cr Lyons concurred and on his motion it was resolved that the Council should obtain such assistance as might bo necessary to deal with outside engineering work. M A V.VG ATA WI f IRI -rA PA RIM V ROAP The Secretary (Mr A. P. Home) of the Moumoukai Ratepayers' Association, in a letter addressed to Cr Lockwood, urged the construction of this road, ile pointed out that the settlors had cleared a ten feet track to give them the necessary access. In illustration of the hardships experienced it was mentioned that machinery weighing 12cwt which the local carrier undertook to deliver to Moumoukai from Clevedon was still left at the foot of the bill at Ness Valley, a team of six horses being unable to deliver the machinery. Tho matter was left to Cr Lockwood and tho Engineer to deal with. A LiRI'RY i'ETITJON A petition was presented by nine Prury settlers pointing out that the Waihoehoe road was in an unsatisfactory state and asking that it should receive more attention. It was stated that the footpath to the annoyance of pedestrians was rendered impassable by the blackberries being allowed to spread across the road. It was also suggested that owing to the frequent use of the pathway by a herd of -50 cows during the milking season a few posts and wires should be placed at the side of the path. It was further suggested that the water tables should be cleaned out and that some metal should be supplied for patching. On the motion of Or Lockwoo d the matter was referred to the Chairman to deal with. RULWAY SHUXIi WAXTKIi Cr Motion drew attention to the need for acquiring a railway siding at the Pukekohe station for the purpose of storing metil and timber lie understood that the Borough Council were also approaching the Railway 1 Apartment for a siding and ho suggested that the two Councils should co-operate in the matter. The Council agreed to the advisability of procuring a siding and it was decided to approach the Railway P partment 011 the subject. 1:0 AH TO l;l'( KI.AXD Cr Wilcox drew attention to the veiv unsatisfactory state of the I'urkiand roulontho east side of the railway line controlled by the Borough Council. He said it was to all intents and purposes a legal road but lie could only describe it as a "hgoon or a lake."' The State Advances Office, Wellington, wrote that they were prepared to grant a loan of £ 100 for forming and metalling Jamieson's road. It was resolved that the necessary steps should be taken to complete the loan. soldiers' graves The Minister of Internal Affairs, Wellington, in a circular letter, enquired if the Council .vould be willing to supply free of charge burial plots in cemeteries for members of the Expeditionary Force who died prior to their discharge. The letter was received, Cr Lyons explaining that burial at Pokeno and Pollok was free and that a soldier had already been buried at Pokeno REVISED VALUATION ROLLS The Valuation Department, Auckland, forwarded rolls in respect of the portions of the County recently revalued, RAILWAY FACILITIES The Clerk of the Tuakau Town Board, in a circular letter, asked the co-operation of the Council in the Board's endeavour to secure a train from Auckland about •'> p m instead of the present 3.30 train and pointed out that the existing arrangement prevented passengers returning home the same day. Cr Wilcox spoke in favour of delaying the 330 p.m. train and thought the Council should support the Tuakau Town Board. Cr Lyons said he was not in favour of asking for an additional train as he recognised that the Department were doing all they could to relieve their staff for military service. He would support Cr Wilcox in asking that the presert train should be delayed. It was resolved that the Council should support the Tuakau Town Board in their endeavour to obtain a later train. WAIROA RIVER BRIDGE A letter was received from the clerk to the Wairoa Road Roard asking the support of the Council in urging upon the Public Works Department the necessity of re-erect-ing the bridge across the Wairoa river at the boundary of the Wairoa and Hunua read districts, and also the opening up of the road for wheel traffic. On the motion of Cr Lockwood it was resolved to support the Road Board although it was thought that it was unlikely that the application would be successful. KANAKA ROADS

The Karaka Road Board urged that the Karaka-Papakura and Karaka-Waiau roads should he re paired as owing to the heavy traffic those roads were almost impassable for gigs. It was pointed nut that on the hill abova Glasson's bridge was a spring which caused the road to he permanently bad. The chairman mentioned that the state of the road was chiefly due to a traction engine passing over it The Council's surfaceman had effected some repairs but the owner of the engine was liable for the damage to tlie roid and to the hii ?ge near Glasson's which had also been injured. Or Henry expressed the view that it was only reasonable to expe t that the owner should pay for the cost of the damage sustained but the Council should as fur as possible encourage developments in the district and did not wi-li to burden the settlers. On the motion of Or Henry it was resolved that an account should be sent of the amount of the dannge done by the engine. UOSI'ITAI. Whitburn n a letter drew the attention of the Council to the increasing number of uotor cars using the roads and to he damage done. He advocated be institution of a toll gate as a ncans of imposing a tax on the isers for maintenance and upkeep of he road.

On the motion of Cr Lyons it was resolved that this matter should he deferred until Parliament had given its consideration to the question of toll gates. A it ATE VAXTEI'. i|rT,T. Morgan (Awhitu), wrote allying for permission to erect a swing gate on the read running through his property to Mr Camphell's. The cl«rk reported that the road in question would only be used by one settler and no objection had been raised to the proposed gate. It was mentioned that Cr Eenall had expressed himself in favour of granting the permission desired. On the motion of Cr Lyons it was resolved to grant the permission subject to the requirements of the Public Works Act. WAIAU FA ROADS. A petition was presented by 25 settlers of Waiau Pa asking that their member (Cr Henry) should call a meeting to discuss the question of metalling the roads of the district. Cr Henry, in supporting the petition, pointed out that the unprecedented state of the Waiau Eoads was accentuated by the recent bad weather. The settlers, Cr Henry said, were anxious to raise a loan and he asked that the Council should arrange for the chairman, engineer and cl<rk to attend the meeting to give information as to the proposed loan. It was resolved to make arrangements accordingly.

A BOMIHY COMPLAINT. Mr Jas. A. Lowry (Bombay) wrote drawing attention to the bad state of the Bombay Road and asking that 25 yards of metal should be put down on the worst portion. The chairman said that metal would be put down on the worst portion of the road. FLOOD DAMAGE. The Minister of Public Works (the Hon. W. Fraser) wrote in reply to a letter from the Clerk that the amoiint of estimated flood damage on the Paparimu to Maungatawhiri which had been repaired by the Department, was £lB2. He stated that the District Engineer reported that farther slips had occurred on the Hunua Oorge Road to the extent of fl 62 and that he was prepared to grant an additional subsidy of £BO (£1 for £1) on the proposals being appioved by the District Engineer.
