An illustration of the "red-tape" rnetho a cf ttie Postal Department and t :e stereotypel rule of refusing to pay for expetsis incurred as the result of official blunlprs ii afforded by a rec nt inctf. Nt in which the managem nt of thii taper are concerned. Jhe voting papers to be used for the Papaku t Town Board Election on September 20th were printed at this oliice and were sent by registered parcel post from Pukekohe m the alteration ot September 18f.h, being due to reach Papakura by the early msil via Auckland tke following mornin?, September 19th. Not arriving at thtir destination in proper time the Returning Officer naturally becama anxious at the absence of tha voting papers in cas: the election would be hindered thereby, lime being urgent ttieru was no alternative for us but to print a duplicate set cf the papers, and iu addition telegraphic costs aomuuting to 2« 3d were incurred, As it happened, hiwever, the missing parcel turned up at Papakura in the af'ernoon (September 19th). A claim for out-of-pocket expenses totb for telegrams and for tte rc-printing was forwarded to the Department witli particulars of what bad happened, ihe reply from the Department sets out regret that the errrr occurred with an intimation that "the officer responsible for the unfortunate mis'ake has been suitably r'ealt with for bis carelessness" and that "it is also regretted that thi Department u unable to recognise a claim for loss and out of pocket expenses in connection with the failure of the parcel to arrive at its destination at the proper time." 'ibe irouy of the incident is that the Postal Department, although official blunder is admitted, calmly pockets the telegraphic tees paid by us in the matter and thus actually benefits as the result of the lapse of duty of nue of their staff. It is only fair to fay that the error occurred n the Auckland G.P.O. and not at ihs Pukekohe office.
