FRANKLIN COUNTY COUNCIL.

Monthly Meeting. The regular monthly meeting of the Franklin Coonty Council was held yesterday when the mmbers present were: - Councillors J. Flanagan, chairman, T. W Woods, J. A. Kerall. T. J. Lockwood, K. Lyons, H. Wilcox, K. Higginsop, V. Motion, J. Henry, together with the clerk, Mr A. P. Day, and the County Engineer, Mr J. F. McArthur.

UOVERNMENT GRANTS. A btter was received from the Rt. Hon. W. F. Massey stating that he had submitted to the Ministor of Public Works the Council's application for a grant of £2OO for Cox road, Pukekohe West, but as no new votes were made on the current year's appropriations the request could not be acceded to. It waa resolved that a deputation should wait on the Minister for Public Works, on the occasion of his approaching visit to Aucklmd, with a view ot getting present £ for £ grants transferred to more urgent works than for which they were specified.

ARROWBVILLE ROAD. The Acting-District Engineer, writing in connection with the grant towards the cost of works on the Arrowsville road, Aka Aka swamp, asked that plans and specifications should be submitted before any work was undertaken. Tne cleric reported that the iormalitieß had been complied RAILWAY CROSSING AT PATUMAHOE. The clerk reported that he had notified the District Engineer that the road formation at the railway crossing at Patumahoe did not comply with the Council's requirements.

Ihe engineer said that re had interviewed the engineer-in-charge ot tte railway construction, Mr Hall-Jones, in the matter, but he received nu encouragement that the work would be undertaken.

On Cr Henry's representations it wag resolved to apply to the Minister of Public Works t» have the crossing put in a condition equal to what it was previous to the railway works being started. BALANCE SHEET CORRECT. The Controller and Auditor-Gene-ral, Mr Collins, returned certified as correct the Council's balance sheet for the year ending March 31st last. MEAT FOR HUMAN CONSUMPTION. A reply to the Council's enquiry regarding" the inspection of licensed slaughterhouses in Franklin County was received from the Director of the Live Stock Division of the Department of Agriculture, who stated that the position was that slaughterhouses were inspected at irregular intervals, averaging at leas.t four times yearly, and, further, that when the Government Inspectors found in slaughter houses or butcher's shops meat unfit for human consumption thev condemned it. Regarding the Councils furth'er remarks relative to the high per centage of condemned stock sent from parts of the County to Auckland, he expressed the opinion that this was probably based upon condemnations of stock in the local sales, which were sent to Auckland for boiling down, and he added that enquiries went to show that the condemned animals were not prme beef stock, and that the percentage of deceased stock in the County was very small. Cr Lyons said he was not satisfied with the reply. He could not

see why the pruducer should have to consume meat unfit for human consumptior. While iu favour of steps being taken to have more regular Inspections made he did not, however, think the present tme was opportune to move in the matter. Cr Henry thought it was not the practise for butchers in tht Waiuku and Manku districts to kill beasts which thev could not s-11 in tbe sales for human consumption. The matter then dropped. WAR FUNDS.

A copy of the regulations concerning the issue of permits to collect contributions to war funds, and the data connected therewith, was forwarded by the Minister of Internal Affairs. SUBSIDY. The Valuer-General advised the Council that he had sent on to the Treasury a voucher for the payment of £782 18s -Id, subsidy on rates due to the Council for the year 1915-16.

The clerk reported that the amount had come to hand. WAIAU WHARF. An enquiry as to whether the wharf at Waiau Pa was built under license from the Marine Department, and if so, whether the license had l»een renewed, was received from the Auckland Harbour Board. Cr Henry stated that the whart was built under the dd Mauku Road Board's jurisdiction, that the license had not been renewed and that a considerabh amount of the money for the erection thereof was provided by way of a sum placed on the Marine Department's estimates. The whart, however, was now under the Council's jurisdiction.

The clerk was instructed lo rt ply in accordance with Cr Henry's statements. PAPAKURA BOUNDARY I ROADS. A letter was received from the clerk to the Papakura Town Board complaining of the defective state of the water-tables in Dominion road from the bridge to Mr McLerman's) and also in Albert street, both thoroughfares being under the Council's control. With regard to a statement of expenditure for repairs to the boundary roads forwarded by the Council, viz., £M, payment of half of which was requested from the Board as por agreement, the letter stated that the charge was excessive, especially the item of 55 cubic yards of metal, crushed vnd carted, at lis, as the Board could lay it down at about its per yard. The chairman and engineer were empowered to attend to the matter. TRAMWAY ROAD.

Messrs Brookßeld and Schnauer, solicitors, wrote on behalf of Mr B. J. McPike, of Waipipi, asking for the necessary legal steps to bo taken to vest in him a certain portion of an old load on his northeastern brundary in return for land given to the Waipipi Road Board for a road deviation on his western boundary, In regarc 1 to the foregoing matter a letter, jointly signed by Messrs R J. Torbet and A. Kemp, was received protesting against Mr McPike's proposal to close the road. Cr Renall said that foil intimation relative to ite matter could be aecartained from a perusal of the Waipipi Koad Board's books. The chairman, clerk and engineer were deputed to go into the matter and to report at the next meeting of the Council.

LEGALISATION WANTED. Mrs Ellen J. Featon, Titirangi Road, New Lynn, wrote requesting the Council to carry out their agreement to apply for the legalisation of the new road through the landing reseive at Awhitu adjoining her property. On Cr Renall's suggestion it was resolved that ihe Council should take steps to accede to tre request, Mrs Featon to defray all expenses incurred.

BEQUEL TO LOG BURNING. Mr James Glenie, Pukekohe East, applied to the Council to reinstate a portion of the hedge on the frontage to his property which was burnt as the result, he alleged, of a Council workman setting fire to a log lying on bi3 front boundary. The engineer was instructed to make an inspection of the locality and to submit • report to be considered at the next meeting of the Council.

AN OPAHEKE DEVIATION. A letter was received from Messrs Parr and Blomtield, solicitors, of Auckland, asking the Council's wishes in respect to the legalisation of a road, in place of ,Kiley's private road, for which they had received instructions from the Opaheke Road Board prior to that authority merging. The letter was referred to the cbaiiman to deal with.

COMPLAINTS AND REUITESTS Mr A. Harker, Tuakau, drew the Council's attention to the necessity of engaging a surfaceman to attend to the top end of Brown's Road, Tuakau.—Kef erred to the eogineer. Mr F. J. Wootten, of Bombay, wrote drawing attention to the bad state of the portion of Pinnacle road, between the Bombay-Paparata road and the bridge.— The chairman and engineer were deputed to inspect the road. A letter was received from Mr W. Mcßae Peacock, of Tuakau, asking for attention to be given to the road running from the Tuakau road towards the Waikato Heads. The

river, he said, was in some places carrying the road away, and at one spot there was only about seven feet of tbe road left.—lt was decided that the matter should be attended to when the weather is favourable. The condition of Dominion road, Tuakau, formed a com| 1 .int received from Mr R. G. Wright, who claimed that during his residence on the road not a penny bad been spent on repair?.—Cr Wile x was deputed to make an inspection of tbe road and to report at the next meeting of the Council. A suggestion that a slight deviation of the road leading from Tuakau Beach road to the residences of Mr Lapwood, sen., and of others was advisable was received from Mr P. H. Lapwood, who offered to assist work with a horse and cart.—The engineer reporied that he had in-

structed applicant's brother that the work would b» put in hand when the weather was favourable. A letter was received from Mr P. Holt, as Te Puriri, Papakura, asking that the County Engineer should mark off the line of road taken for a cutting as he desired to renew his fence.-Left to the engineer to attend to. Mr R. Reynolds, of Pukekohe East, wrote asking that an old Government surveyed road, never opened, leading to his property should be opened as his present approach was almost impassable.—Crs Higginson,

Henry, Woods and the engineer were authorised to inspect the road and to submit a report at the next meeting of the Council. A letter, jointly signed by Messrs W. T. Baker, F. C. Grattan, S. C. I Shaw, W. H. Perry, G. Yince, L. Swinbourn, and H. Pilkington, was received asking for improvements to be effected to the road leading from Kama Kama Hall past their properlies to Bombay.—The chairman mentioned that it was the Council's intention to expend a »um of money on the road this year. —lt was accordingly left to the chairman and engineer to inspect the road with a view of action being taken. Mr E. Logan, of Pollok, wrote offering to lease a cemetery reserve of ten acres situated at Graham's tJeach, Awhitu.—lt was argeed that Cr Kenall should submit a report at the next rreeting rf the Council. Mr N. Person, of Puni, wrote asking for a defective culvert un Sogers' road to be attended to, a deepening of the same being in his opinion necessary.—From the information available members did not consider the work necessary but Cr Woods and the engineer were requested to submit a report at the next meeting.

TUAKAU CEMETERY CONTROL Mr W. Gubb, the clerk of the Tuakau Cemetery Board, notified the Council that Mr Dynes Fulton had been appointed as the Presbyterian representative on the Cemetery Board and asked that his name as such should be forwarded to the Minister of Internal Affairs. 11 was agreed to comply with the ropiest.
