Hangerford, on behalf ol the Russell road ratepavers, waited on the Board and reported that arrangements had been made with Messrs Gilbert and Phillips to form and metal the proposed road from Russell road to the site uf the suggested bridge. On the eastern side arrangements had been made to form and metal the appioaches, leaving but a few chains to connect with White's new roac 1 .

The owners uf Jtllicoe Estate, Messrß J. Robertson, J. Spedding and J. Alkn, were also present and agreed to give a half chain of land to make the road from the bridge to White's road the full width, and, further, to contribute £6O towards th2t work on the understanding that a chain roid would be made to connect with Station road.

It was agreed that be drawn up and bigued by the parties interested, the same to be submitted to the District Engineer.

STRICT ROADING CONDITIONS

Mr Robertson, on behalf of the owners ot Jellicoe Estate submitted a plan atd specifications appertaining to the Jellicoe Estate and complained of the Hoard's reading conditions being excejsive on the grounds that it was too much to expect met3l to be put on t?p of scoria. He requested the Town Board to modify the conditions. The chairman explained thnt it was the unanimous wish of the Board to dispense with scoria in regard to making roads. The owners of Jellicoe Estate had not carried out the work in the time specified by the Road Board, and consequently would now have to comply with the Board's conditions.

Mr Robertson declared that there was no other local body within a 14 mile radius cf Auckland that enforced such conditions.

To illustrate the necessity of adherir.g to the conditions, Mr Coxhead mentioned that they did not wact another road bucli as Russell road, which had cost the Road Board £SOO in repairs in three years.

The chairman suggested that as it was nut a full meeting of the Board that Mr Koberteon should re-submit the piar.s and specifications at the following meeting. It WBS al o explained that the Town Board's roading conditions provided tor a wider metal tracit than tl.e conditiuns enforced Ly the Koad Board.

Mr Robertson theteupon suggested that as I hey were prevented from proceeding with the scheme owing to the winter acd owing to the delay in arriving at a satisfactory settlement with the Railway l)e partment in connection with compensation, they should be allowed to make the metal tiack the width as stipulated in Ihe Koad Board's conditions. Referring to Mr Coxhead'a reference to Russell road, he said he could not see why the sins of the past should be heaped on their rhoulderc. Mr Pegler supported this contention, and added tnat by enforcing the Town Hoard's conditions settle ment iu thf district would l>" retarded. Mr White considered tie Town

Board had gone to extremes in connection with the roading conditions, and suggested that they should permit the owners of the Jellicoe Estate to carry out what the Koad Board had previously arranged. They should not, he said, hinder settlement. Mr Burton was in sympathy with Mr White's suggestion, but considered it piettrable for the matter to be placed betore a full meeting of the Board. Mr White then gave notice of motion to propose at the following meeting that modified conditions be granted to the applicants in respect to the roading of Jellicoe Estate.

STATION ESTATE. A plan i>l the proposed subdivision of land abutting on the new station road and Massey road, showing all the sections to be not less than a quarter of an acre, with frontagts of 66ft, was submitted bv Mr t'. E. White on behalf of the owneis of Station Estate, and it was approved of.

BASLEY'S ESTATE. In regard to the Boaid's decision that be would have to complete Arthur and Claude roßds in accordance with agreement and by the 21st irst., a letter was received from Mr G. W. Basley, Auckland, claiming that the work had teen complettd to the satisfaction of the Paoakura Valley Road Board, to whom, he contended, he was alone responsible. He would not admit, he added, of the right of the chairman to dictate to him with regard to the roads. fhe chairman said that the Papakiira Koad Board were not satisfied with tne work, consequently their (the Town Board's) action was valid, and if it was not complied with he would have a further proposal in connection therewith to submit to the Board at the following meeting. It was resolved to insist on the bond being enforced and to obtain a copy of the minute relating to the matter as recorded by the Koad Board.

THE DISCARDED RAILWAY track. Mr Pegler' again urged the advisability ot the Town Board cooperating with the Road Board with a view to acquiring the old railway track for a public road. He stated that within the last month a Mr Richards, of Auckland, owner of a property on the South road, just below the Papakura stream bridge, had acquired the old railway track, and his intention was to join it on to his South rjad property. The chairman ruled that as the motion on the matter was submitted at the previous meeting by Mr Pegler and was defeated he should refrain from again mentioning the matter fur at least six months.

The subject accordingly dropped without action being taken.

STATION FOOTBRIDGE

The District Engineer wrote advising the Board that the footbridge which would be erected to give access to the platform at the new Manurewa station, would be extended to the western boundary.

STREET LIGHTING. The question of selecting the moat suitable light for lighting a portion of the district was again considered.

Mr Pegler mentioned that it was only «n account of the war that the Auckland Gas Ce. had not already installed a gss lighting system in the district. In viaw of the possibilities of gas being introduced in a not far distant future it was decided as a temporary means of lighting to purchase four kerosene lamp?, at a cost of about £'d 15s each, to be erected at the corners of the following made, viz., Lupton's and Russell, Great South and Valley, Great South and Station, and Great Sauth and Hall. The matter of maintenance was 1 sft to the clerk to arrange for.

MISCELLANEOUS. It was agreed to order two trucks of metal for repairing a portion of Hill road, in the vicinity of Mr E. R. Russell's property, the metal to be blinded and the watercourses on the road to be cleaned out, and any surplus metal over to be used :n repairing the northern end of Massey road. Members confirmed the chairman's action granting in permission tn Mr J. Rich to place a box channel cn Massey road in front of the meeting hall. The question of "meeting dates'' was again considered, and it was resolved to meet in future on the fourth Thursday in each month, starting as from the 24th inst.
