OUTRAGES IN ITALY.

DISCOVERY OF A GERMAN* PLOT

In the Italian Chamber of Deputies on March 3, the Under-Secretary for Foreign Affairs, in reply to a question, said that in November last, on the railway between Milan and Turin, a man. whose identity had not been ascertained, made vague proposals to a fel'ow traveller thai tho latter should outer the service of one of the belligerent nations and carry out outrages with a view to terrorising the population and, above all, to hinder the production or munitions fcr tho Italian army. The man t:> whom t'.ie proposal was made was to go to the Consulate of the foreign Power concerned at Lugano and arrange for the introduction of explosive, into Italy. He, however, acquainted the Prefect of Turin with the facts and the latter informed theGovernment. An inquiry had been opened by the Swiss authorities, and there was no ground for intervening.

Signor Bevione declared that ho could, complete the statement of the facts. The individual was of German nationality: the Italian authorities informed the Swiss authorities that clear proofs of a plot had been discoveted; and the plot had been organised at the German Consulatethrough the agency of a former German Vice-Consul at Milan who was now officially attached to ihe German Consulate at Lugano.
