j TO THE EDITOR. ' Sir, Your iuiue of February 18th contained a reply by Mr D W Jones to my letter that appeared on February 16th. Mr Jones apparently wants to mislead the rate iiayers icto frelieving that lie is right and 1 am wrong. As 1 have kept in clrse touch with Town Boar J matters I know what 1 write is correct. Mr Jocc3 says there are only two by-laws to govern Hapekura. In lookirg un th; by-laws I make seven of them, viz:—No. 1 relates to streets and public places; No. 2 to huiHinga; No. 3 to drains; No. <1 to street crossings; No. 5 to depositing ot rubbi?h; No, 6 to driving regulations; No. 7 to keeping pigs. There are about thirty clauses connected with these bylaws. They coat £9 2s 6d; not less as stated. They can be bought for ore shilling from the clerk of the Town Board. Mr Jones says a set would cost about £2O. I say a set would cost cot less than between £3O and £4O, and probably more. Members of the Board have been repeatedly asked how these by-laws are going to be enforced. No one seemed to know. Three members objected to any more money being spent when the present by-laws are a dead letter as far as enforcing them is concerned, as no one likes to be an informer, and that is the only way of enforcing them at present. Another objection raised is the low state of th 3 finances ut the Board. Katepayers are asking for improvements to their roads and for road forming, and metal should take first place always.

Another incorrect statement is as the number of inhabitant". The number, as taken about five months ago, ib 580, and not about 7UO. 1 would suggest that it is unmanly on the part of any member, because he cannnt gtt his own way to keep sniping at other members through the paper, as has been the cass in Fapakura since the late chairman resigned.
