PAPAKURA.

The want of progress on the part of certain members of the Towu Board was again in evidence last week when the meeting called to consider tho drawing up of new bylaws eventuated. The motion relative to the meeting being called was proposed by Mr D. W. Jones and he was prepared to assist considerably towards framing a complete set of by-laws. However, only three other members of the Board, viz., the chairman, Mr D. Stewart, and Messrs. Bates, and Mears attended, and after three hours talk nothing of a material nature had been done. With the exception of the chairman all the members present were prepared to thoroughly consider a set of by-laws for submission to a special meeting of the Board. It appears that the Chairman and Mr Campbell object to the adoption of by-laws at the time of the war crisis, and the latter rather prefers to leave the matter to the Board which is to be elected in September next. Although the other members are in favour of going on with the framing of the regulations they are not prepared to push them through against any opposition. Thus Papakura, which has been a Town Board district for over .°>o years, is likely to remain without an adequate set of by-laws for some time yet. Thus it comes about that the Public Hall will still be a distinct danger to people patronising it and especially children, through the lack of sufficient exits and cattle can still be driven right through the main street; epidemics are likely to break out in the town at any time through tho lack of control ot the sanitary antingements; heavy traffic can cut up roads which the ratepayers' money has been the means of building up.
