MERCER TOWN BOARD.

By-Laws

Notice is hereby given that at a I Special Meeting of the Mercer Town Board he'd on Weduesday, 22nd day of December, 1915, the following resolution was passed and wil' be submitted for confirmation at the Ordinary Meeting of the Board to be held on Wednesday, the 19th day of January, 1916, at 7.30 p.m., at the Offices of the Board at Mercer. RESOLUTION. In exorcise of the powers conferred upon it by the "Town Boards .Act 1908" and Part XLII of the "Municipal Corporations Act 1908" the Mercer Town Board in Special Meeting hereby approves and adopts the By-Laws as now signed by the Chairman and directs that a Meeting of the Board be held on Wednesday, the 19th day of January, 191(3 at the Offices of the Board at Mercer for the purposes of confirming this Resolution.

The object and purport of tho Bylaws are to regulate, control or license within the Town District of Mercer the following matters : To provide for Penalties for the breach of any of those By-laws. PART I. OllDEI! OK PkoCEEIU.VOS. To regulate the order of the proceedings of the Members of the Board. PART 11. Oenekal. To provide the manner of service of notices or other documents on or on behalf of the Board ; to control the condition of hedges ; to prohibit the placing upon or the burning of material in any Street without consent of the Board; to prohibit the stacking of imllamniable material within -10 ft. of any building or Street; to prohibit injury to Street; to prohibit the discharge of missies or fire-arms in any Street; to provide for the safety of passengers along streets during excavation or building operations ; to forbid the placing of any placard or other writing upon property; to forbid droppings from the eaves of any building upon any Street; to prohibit the rolling of any cask, breaking in of horses or the indulgence of any game in any Street to the annoyance or danger of the public ; to prevent furious or negligent driving; to forbid the sale of animals in any Street; to regulate the construction of cellarflaps ; to prohibit the keeping of pigs within (30ft. of any dwelling house ; to provide for fencing and illumination in any Street; to prohibit tho leaving of any rail, gate, fence, or cover or auy entrance to cellar abutting upon any Street in any manner calculated to be a danger to the public . to prohibit the driving of any dog or goat harnessed to any vehicle along any Street, to prohibit the turning iuose of cattle in any Street; to rrgulate and control the movements of cattle driven through a Street ; to prohibit the assemblage in any Street of persons so as to impede passengers; to prohibit the defacing or injury of any propeity in the district; to prohibit the linging of any lire bell without just cause ; to prohibit misbehaviour in any Street; to provide for the cleansing of chimneys; to prohibit the storage of any explosive material without permission of the Board : to prohibit the slaughter of animals in the Street: to forbid the obstruction of any Officer of tho Board in tho course ot his duty ; to regulate the control of dogs; to prohibit the use of barbed wire on any boundary fence, to prohibit the conduct or managemect of any disorderly house: to prohibit tho erection of sign boards without permission ; to give power to the Board to affix to auy house or building the name of any Street ; to prohibit other persons affixing names of Streets in anywise without authority from the Board; to provide for excess and crossings over any footpath, watercourse, channel or gutter. to provide for the repair of any footpath, watercourse, channel or gutter ; to provide for the repair of private Streets; to prohibit the granting of any right-of-way without the consent of the Board ; to give power to the Board to partly or permanently improve an} footpath and charge the owner or occupier of the premises affronting thereon a proportion of such cost; to prohibit the use of defective scales ; to regulate aud control the keeping of public weighbridges. PART 111. Bi'ii.DiX'. To prescribe generally the regulations under which buildings within tho district may bo erected, added to, renewed, or repaired, and require plans and specifications of such work to be lodged and a permit for tho same obtained ; to provide for the inspection of such work aud authorising tho Board to compel the removal of any work begun in contravention to the By-laws ; to prescribe tho materials with which buildings may be constructed , to regulate tho construction of any stove, grate or heating apparatus therein ; to provide for a grading of any ground uuderlying auy building , to provide for the proper ventilation of a building and authority to the Board to j condemn auy such building. PART IV. S.iNIIAKV AM) Pri.tU HhAl.lll To regulate and control the structure aud building of privies and sanitary conveniences ; to proscribe the material for the building thereof, to provide means of access to and for the ventilation, cleansing, repair and number of and removal of nightsoil from such privies ,iud sanitary conveniences, and tho distances at which they are to bo built from any house, stream or well; to prohibit the pollution of any water for any domestic, commercial or public purpose ; to provul" lor permits being obtained for any drainage work; I to give power to tho Board to con- I tract for the removal of nigiitsoil and li.\ fees lor such removal : to prohibit the carting of nightsoil without permission of the Board ; to provide fov the cleansing of "•allies, hollows, drains, eavth-cloiutj, stables, dog-kennels, fowl-houses, vards and ash nits; (■> iprohibit tho throwing or leaving of any (lead animal or the discharge of any of | fonsivo matter into or upon any street, public place or water-course, to require the removal of any

PART V. Public Halls. To regulate and control all public halls, billiard rooms and shooting galleries and require the same to be iiensed, PART VI. As xo Vehicles. To regulate and control the pace of vehicles and of horses and to require vehicles plying for hire either for passengers or goods and the driver thereof to be licensed. TART VII. Regulations for Heavy Traihu. To regulate and control heavy traffic and to provide for the width of tyres to be used on vehicles engaged on heavy traffic in the district and to require such vehicles to be licensed. PART VIII. As 10 Thai, nox Engines. To regulate and control traction engines and to provide for the weight to be tarried thereon or hauled thereby and to require such traction engines to be licensed. PART IX. Sale or Food. ' To regulate aud control the sale of human food and to provide for any diseased or unwholesome food to be condemned. PART X. As to Hawkers To prohibit the sale of goods within the district by hawkers without license and prescribing the fees for such license. PART XL Licenses To provide that all licenses issued by these By-laws shall expire on the olst day of December, following the date of issue and for an abatement of license fees where licenses are issued after the oOth day of June in any year. PART XII. Penalties To provide for penalties for the broach of any of these By-laws. A copy of the proposed By-laws is deposited at the Office of the Board, Mercer, and will be opan to the inspection of the Public during office hours from this date to the said 19th day of January next.
