MERCER TOWN BOARD.
( By-Laws. Notice ifc hereby given that at a Special Meeting of tbe Mercer Town Board held on Wednesday, 22nd day of December, 1915, tbe following resolution was passed and will be submitted for confirmation at the Ordinary Meeting of the Board to be held on Wednesday, the 19th day of January, 1916, at 7.30 p m., at the Offices of the Board at Mercer. RESOLUTION. In exercise of the powers conferred upon it by the ''Town Boards Act 1908" and Part XLII of the "Municipal Corporations Act 1908" the Mercer Town Board in Special Meeting hereby approyes and adopts the By-Laws as now signed by the Chairman and directs that a Meeting of the Board be held on Wednesday, the 19th day of January, 1916 at the Offices of the Board at Mercer for the purposes of confirming this Resolution. The object and purport of the Bylaws are to regulate, control or license within the Town District of Mercer the following matters To provide for Penalties for the breach of any of these By-laws. PART 1. Okdku of Proceedings. To regulate the order of the proceedings of the Members of the Board.
•PART 11. Genekal. To provide the manner of service of notices or other documents on or on behalf of the Board ; to control the condition of hedges; to prohibit the placing upon or the burning of material in any Street without consent of the Board; to prohibit the stacking of imflammable material within 40 ft. of any building or Street; to prohibit injury to Street; to prohibit the discharge of missies or fire-arms in any Street; to provide for the safety of passengers along streets during excavation or building operations ; to forbid the placing of any placard or other writing upon property; to forbid droppings from the eaves of any building upon any Street; to prohibit the rolling of any cask, breaking in of horses or the indulgence of any game in any Street to the annoyance or danger oi the public ; to prevent furious or negligent driving; to forbid the sale of animals in any Street; to regulate the construction of cellarflaps ; to prohibit the keeping of pigs within 66ft. of any duelling house ; to provide for fencing and illumination in any Str9et; to prohibit the leaving of any rail, gate, fence, or cover or any entrance to cellar abutting upon any Street in any manner calculated to be a danger to the public ; to prohibit the driving of any dog or goat harnessed to any vehicle along any Street; to prohibit the turning loose of cattle in any Street; to regulate and control the movements of cattle driven through a Street; to prohibit the assemblage in any Street of persons so as to impede passengers; to prohibit the defacing or injury of any propeity in the district; to prohibit the ringing ot juy lire bell wilLou* : -just cause .to prohibit
in any Street, to provide for th" cleansing (if chimneys, to prohibit thti storage of any explosive material without permission of the Board to prohibit the slaughter of annua; in the Street: to forbid tiie obstruction of any Officer of the Board ir the course ot his duty ; to regulate the control of dogs ; to prohibit the use of barbed wire on any boundary fen< o , to prohibit the conduct or managemect of any disorderly house; to prohibit the erection of sign boards without permission; to give power to the Board to affix to auy house or building the name of any Street ; to prohibit other persons affixing names of Streets in anywise without authority from the Board; to provide for excess and crossings over any footpath, watercourse, channel or gutter; to provide for the repair of any footpath, watercourse, channel or gutter ; to provide for the repair of private Streets ; to prohibit the granting of any right-of-way without the consent of the Board ; to give power to the Board to partly or permanently improve any footpath and charge the owner or occupier of the premises affronting thereon a proportion of such cost; to prohibit the use of defective scales : to regulate and control the keeping of public weighbridges.

To prescribe generally the regulations under which buildings within the district may be erected, added to, renewed, or repaired, and require plans and specifications of such work to be lodged and a permit for the same obtained; to provide for the inspection of such work and authorising the Board to confyel the removal of any work begun in contravention to the By-laws; to prescribe the materials with which buildings may be constructed ; to regulate the construction of any stove, grate or heating apparatus therein ; to provide for a grading of any ground underlying any building ; to provide for the proper ventilation of a building and authority to the Board to condemn any such building.

PART V. Pv in* Halls. To regulate and control all public halls, billiard rooms and shooting galleries and require the same to bo licensed. PART VI. As xo Vehicle*. To regulate and control the pace of vehicles and of horses and to require vehicles plying for lure either for passengers or goods and the driver thereof to be licensed. PART VII. Regulations iok Heavy Thai it . To regulate and control heavy traffic and to provide for the width of tyres to be used on vehicles engaged on heavy traffic in the district and to require such vehicles to be licensed. PART VIII. As jo Tha< tio>" Engines. To regulate and control traction engines and to provide for the weight to be carried thereon or hauled thereby and to require such traction engines to be licensed. PART IX. Sale or Food, To regulate and control the sale of human food and to provide for any diseased or unwholesome food to be condemned. PART X. As TO Hawkekn To prohibit the sale of goods within the district by hawkers without license and prescribing the fees for such license. PART XL Licensed To provide that all licenses issued by these By-laws shall expire on the olst day of December, following the date of issue and for an abatement of license fees where licenses are issued after the ; Joth day of June in any year. PART XII. Penalties To provide for penalties for the breach of any of these By-laws. A copy of the proposed By-laws is deposited at the Office of the Board, Mercer, and will be open to the inspection of the Public during office hours from this date to the said 19th day of January next.
