PUKEKOHE'S LOAN SCHEMES.
£51,600 Wanted. Polling on January 13th. Our idverti inR columns to-day contain particulate of the five loan schemes, totalling £51,600, to be submitted to the ratepayer! of Pukekphe at a poll to be taken on January l#tb next, tbe proposals as regards water and roadiog expenditure, together with a sum ot £ISOO towards drainage installation, being allocated over the whole ot the borough, a main drainage scheme being reatricted to a apecial rating area, and a small Fire Brigade loan being limited to tbe o|d Town Board district.
Details in connection with tbe Fire Biigade and Drainage Loans were, it will be remembered, Erranged at a recent meeting ot }ie Borough Council, and the only tem concerning them that was •alt with at last Wednesday's Council meeting waa the adoption of tbe folluwirg recommendation of the Drainage Committee, viz. "That the matter of appointing an Engineer for the Drainage Scheme be gone into aa soon as the pull ia held with a view of obtaining tha beat drainage engineer procurable." THE RUADING LOAN Fuither co moderation waa given to the report of the Foreman of Works, Mr Clew;, Ton tbe roadiog question, the same having been published in full in our issue of Friday last. Mr Clew'a eatimate of coat waa set out at £H4,200 exclusive ot ]£ing atreet and it was suggested at last week's meeting that the figure should be extended to £40,000 inclusive of King street. In answer to a question, the Town Clerk stated that £20,000 waa the Council's present indebtedness on road loans. The .Major again explained that the actual effect of the scheme was that the ratepayers were to be asked to confirm the future policy of the Council for roading requirements so that the necessary worka could gradually be put in band. He moved that the authority ot the ratepayers for a loan of £40,000 should be sought, the Council giving an undertaking tbat the expenditure should be spread over a period of ten yeara and not mors toan £BOOO would be borrowed in tbe firat two years. Cr Roadley seconded, itelir Bilkey expressed the opinion
tint ratepayers could hardly be expected to vote for tbe ban, since it maant that some parts of the district would not get any benefit for ten yean.
Cr Patterson suggested that the difficulty mentioned by (Jr Uilkey would be overcome if it waa decided by ballot as to the roads to be dealt with in turn. The Mayor favoured a sub-division of the borough and allocations for expenditure accordingly. (Jr Beatty thought it was useless to suggest a loan of £40,000, and idfiaed a loan of £BOOO to £SOOO

Cr Koa'ley remarked that t'e Mayor's motion was oraetially as motioned by Cr Hubbard. Cr Bilkey moved es an amendment, and Cr Beatty seconded, that a loan of £BOOO ehould be raised for immediate requirements.
Cr Barter ccn'ended that ibe *ra?rdment really meant borrowiog money f<r maiotenance work and he did not approve of that principle.
Cr Pat'ersoo stated that if money was earmsrkei for each particular road the ratepayers would be assured that it wouli be spent accordingly. Only the proprsre and eecorder voted for the amendment, which was accordingly lost. The Mayor's motion was then altered to read that rot more than £BOOO would be borrowed before June Ist, 1917 (the Mayor explaining that such really meant in the time of the present Council) a d was adopted.
It was agreed ih it the Mayor, Crs Hubbard, Motion and Patterson should act cs a committee to devise a scheme of expenditure by apportioning various amounts for the different roads, etc. THE WATER LOAN
Attention was next given to the proposed water loan cf £5500, as to which tin Waterworka Committee recommended as follows:
J. That the rapacity of the new reservoir be 300,000 gallons of which 100,000 gallons be occupied by filter, and that both the reservoir and filter have partitions, thus enabling halt of. each to be used at a time, :f necessary. 2. Thst the level of the reservoir be as nearlv as possible 300 feet above the present pumping station. 3. That upon the carrying of the loan, Mr McArthur, of Te Archs, tp employed to draw phns and specification of the new reservoir. 4. That tha Council carry out the work i'self; Mr Clews to supervise aame, and Mr Wyatt to supervise matters in connection with piping for same.
The Mayor, in reply to a qaeefon, stated that tha amount ot £5500 included a sum of £SOO for the proposed purchase of Mr Wyptt's (the waterworks engineer) residence. The actual purchase price of the same bad net been arranged, but the £6OO would cover the equity payment. The Mayor added that he understood that some promise was given to Mr Wyatt by the previous Council that if he built the house it would be purchased when monev was -available.
Cr Barter moved, and Cr Hubbard seconded, the adopton of the report. Cr Clarke proposed as an amendmen that the loan should be £6300 i'stead of £5500, in order to allow of the instillation of a separate rising main to the new reservoir. Be contended that when making improvements the job should be thoroughly completed which would rot be thew case if one pipe was to serve, as at present, for delivery to the reservoir and also ss a distributing pipe. Cr Motion seconded.
Cr Patterson supported saying that the dual work of the present main caused the difficulty experienced with tha pressure valve. The Mayor thought a separate rising main unnecesrary as a new reservoir meant a transformation ol the water system, and therefore overcame the pressure valve trouble. On bring asked for bis opinion, the Waterworks Engineer, stated that a separate riling main wouid improve the circulation of water in the reservoir, and it would also have the advantage of bejng avail? able for use for distributing pur? poses it anv accident happened to the distributing main. Cr Clarke's amendment waa carried, the Mayor dissenting. ENLIGHTENING THE KATEPAYERS It waa decided that a public meetirg should be held ob Monday, January lOtb, in order that fall details and particulars ot all the loan sehemeß should be disclosed to the ratepayers.
