The lirst item on the agendd was naturally the appointment of chairman for the ensuing twelve and months Councillor J. Flanagan was unanimously installed in that office, tho Council thus establishing the principle that I '' the chair " should be at the disposal of ail members in turn and should not be regarded as a sinecure for any one occupant. In this decision Councillor Motion, the retiring chairman, was quite in accord and indeed the nomination of Councillor Flanagan for the chair gracefully came from Councillor Motion, being unanimously approved of by all the other members. Councillor Flanagan, since being first elected for Drury Riding, has shown conspicuous acumen and ability as a member of the Council. Level-headed, progressive, and never shirking his full share of work he had won the confidence of his colleagues on the Council and at the same time his receut uuopposed reelection was testimony of the satisfaction ho had given to his con] stituents in the performance of his duties In returning thanks for the honour accorded him, Councillor Flanagan said! that when he first joined tho Council he had no aspirations for •' the chair," but having been selected for that important office rendered tho occasion as tho proudest day in his life. In dealing with the immediate future of the Council the chairman counselled that first and foremost a constructive road policy should be the Council's watchword. With that advice the people of the county will be fully in accord, for it is an undoubted and unfortunate fact that many of the thoroughfares in the district are, particularly in wiuter, very far from being in keeping with he rapid growth of settlement, which is everywhere apparent throughout the county. Ways and means, especially in these troublous times, may very possibly bring about a restriction of tho works the Council would desire to put in hand, but we have every confidence that councillors will boldly tackle the problem of road construction and improvements to the fullest possible extent of the funds at their disposal. Indeed, we feel sure that at the end of his year of ollice Councillor Flanagan will be able to tako credit to himself for having so guided the

administration of the affairs of tho county that things will have considerably advanced in every way.
