The chairman said these people were- only apply irg for use of ceribh roads —tteep, clay road?. Ihey could not take a cart up grsde3 of 1 in 4, ar.d t.olleys were the enly means cf transit. They had r.o intention of inflicting hardships but they coild not, ot course, alLw p:o,le to use sledges on the metal road - .
