Section 1(5. —When the Territmi.l Force l: any pait ihenof has been cail.d cut lor active service in New Zealand in sccoidance with the provhions tf thia Act in that behalf, every memb.r of tha eaid force or of that part tnereof thall at all tiir.es while ha iemair,s under the oMigati:n of a:tive service be subjeit to military hw aa established by the Army Act, save so far as that Act is inconsistent with the pnr.cipal Act, or any amendment thereof, or with any regulation mad; thereunder. Section 71.—(1) The Governor may by proclamation call out the Territorial Fores or any put thereof for active service. (2) ihj Territorial Forci, or any part thereof, shall be habl3 to be employed on active service in New Zealand from the time o£ the publication of the proclamation so calli:g out that foice, or that part thereof, until the publication of a proclamation notifying that the active service of that force, r,r of that part thereof, is no longer required. v Question: Djes provision exist in the Defence Act for calling cut Territorials to assist the civil poiice in quelling riots ar.d etherise upholding law and order? Answe: No such provision exists. A good deal uf misconception exists as to the number of permanent officers ar.d non-commissioned officers employed in the Citizen Forces. The lolluwing statem nt wi 1 be of interest in this connection, ar.d will show how small is tha proportion of tha permanent staff to those whom they have to train : Officers (exclusive of ten undergoing trailing in England or India) 66 Non-commissioned officers 205 Total 271 Territorial force 23,322 Senior cadets 22,985 Attached to Rifle Clubs 4708 Or.e instructor, officer, or noncommisior.ed officer to eveiy 188 men in citizen training.
