StL'inbridge, in his first annual report sn;,3:"The fact that this is the first Council in the Franklin County, and everything nas to be built up and organised should be a sufficient explanation to the ratepayers why a rate has been struck aud no works have been undertaken. Application has bfen made to the various Road Hoards asking if it is the intention of the district to merge, and in several instances an intimation has been received that tfaj district intends to take steps to merge. "The question of riding boundaries is one that it would be advisable to take up, if the law allowed, Lut until the road districts merge the law dees .not allow of any alteration, except between two counties. "The question of road - making machinery and office accommodation are engaging the attention of the Council. "Ihe question of declaring any roads County roads or district roads has been deferred until after the end of 'he financial jear. Ihe appointment of an ecgin.eei has also been deferred. "The matter of by-laws is a very important one; it being desirable to have by-laws for regulating the traffic, and at the same time not to be irritating This subject the Council are now dealing with. "Where money hai heen voted by Parliament upon a £ for £ basis and tha Itoad Boards are rot able financially to avail themselves of ii and yet are anxious to do to, the Council has expressed themselves favourable to rendering assistance by raising l.ans as required and striking a special rate over the various special rating areas."
