THE LOAN PROPOSALS.

We regard the plan to borrow for five years a* extieuciv bad business, but under the (*;«•'i:11 t ncos we deeme lit uuuise to raise this point, in view rf the ('ouncii's urgent requirements. The sanctioning of the loan was the lesser of tin evils and perhaps the Mayor, who had a private offer of the required money, had sound reasons .although we are not in his confidence) for having such a shut loan period fixed. Tin; approval of the Council's siheine to metal the main load was a cominonscnso one, and the completion of the water-works contracts (whether the bores proved to bo a source of supply or not) was unite necessary. The lack of confidence in the sewerage scheme io easily understood, li.ite- j payers doubtless fell that the water j supply ought to be practically proved —by consumption through a full summer—before such a scheme is proceeded with. Sooner or later this question is bound to rise again and meanwhile the Council would do well to secure the seasoned and considered advice of Si>lllo experienced engineering authority upon the disposal of sewerage by septic tank and other processes suitable I<> the conditions which obtain in l'ukekoho. The Mayor and Councillors have reason to be satisfied with the ratepayers' endorsement of their loan policy The Council has been so busy *' cleaning up" that it has had little time for anything else.
