RAILWAY STATEMENT.
THE value of the Railway Statement this year is diminished by the fact that the Railway Commission is investigating railway affairs. It confines itself in the main to setting out the financial position, leaving the broader and more important issues practically untouched. The time has come when the question of policy can not be longer deferred. A constant repetition of loss and apparently no immediate prospect of change makes it plain that there is need of a thorough investigation of the position. The Commission was set up to deal in part with this, but its order of reference did not allow it to review the policy of political control of the Department. The Commission may go beyond its powers and place the facts before the Government so that the issue cannot very well be allowed to pass by unnoticed. Possibly a little plain talk from Sir Otto Niemeyer would prove beneficial.
