U.S. EUGENIST’S IDEA. “ Human geniuses who will shapethe future of the world and ‘worthwhile people generally must be bred as racehorses are bred by combindingf'' carefully selected pedigree stock.’’ sa d Dr. Clarence Campbell, presiding? at a conference of American eugenists in New York. To improve the race, the speaker pleaded for the endowment of the best families, by the State, churches, and philanthropic foundations. He urged the remission of taxes to enable those best fitted to have a minimum of four children, and suggested contributory payments by bachelors and others, “ who make no contribution to recital reproduction and replacement,” similar to those proposed by Mussolini and Kemal Pasha.
