He was at the battle of Manilla, and Was mentioned for eminent and conspicuous conduct by Admiral Dewey. After commanding several ships in the American Navy he became a member of the General Board of NaVy from 1910 to 1915. He has been President of the U.S.A. Naval Institute since 1911.
